There is an exciting career opportunity for a Payroll Manager/Accounting Supervisor in the Central Payroll Division in the Finance Department. The Payroll Manager is responsible for overseeing all aspects of the City's multiple bi-weekly and monthly payrolls, ensuring employees and retirees are paid accurately and timely, complying with tax and labor regulations, and leading the payroll team, while maintaining accurate payroll records and generating necessary payroll and financial reports. They are also responsible for the operational implementation for the City's planned new Time and Labor module project and any other future payroll system upgrades.
Considerable independence is exercised in managing such complex operations and having thorough knowledge of the Fair Labor Standards Act (FLSA), IRS rules and regulations, garnishment rules, and federal and state tax and legal policies, is vital in this role. This position acts as a key liaison between City departments regarding all payroll matters. Work is performed under the general direction of a Deputy Finance Director and requires the ability to be self-directed.
Responsibilities include:
- Leading and managing the entire payroll team and activities to deliver efficient processes and controls.
- Reviewing payroll tax withholding processing and general ledger liability reconciliations.
- Performing advanced technical and highly methodological work of a varied nature.
- Acting subject matter expert in all aspects of payroll.
- Enforcing established payroll related policies and regulations across the organization.
- Serving as the key strategic partner to collaborate and communicate actively with internal departments (Retirement, HR/HRIS, Law, Audit, Budget and Research and ITS) to ensure proper compliance with internal and external policies.
- Managing regular preparation of relevant reports and documents, including monthly, quarterly, and year-end forms (W-2, 1099-R, 1099-MISC), and federal and state taxes (941 and 945 forms).
- Reviewing and analyzing current practices on a regular basis and identifying process improvement and efficiency leading to best-practice operations.
- Developing staff training and writing standard operating procedures.
- Establishing departmental measurements that support and tracking progress towards strategic and operational goals and KPI's.
- Ensuring appropriate oversight and controls are in place for all processes and outputs to meet external, internal and other compliance standards and regulations.
- Partnering with Enterprise Resource Planning (ERP) and HRIS technical experts to ensure the PeopleSoft eCHRIS system meets the City's needs and strategic goals.
- Interpreting and applying Memorandum of Understanding (MOU) and Memorandum of Agreement (MOA) labor agreements and city pay plans accurately.
A hybrid in-office/telework schedule may be approved at the discretion of the Department Director following the completion of an initial training period. Telework is subject to department need and could change in the future.

SALARY Pay Range: $93,121.60 to $137,592.00 annually.
Hiring Range: $93,121.60 to $118,872.00 annually.

MINIMUM QUALIFICATIONS - Three years of professional-level supervisory experience in governmental accounting or auditing.
- Bachelor's degree in accounting, business administration, economics, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- May require working early mornings, evenings, weekends, and holidays as needed.

PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus:
- Certified Payroll Professional (CPP) designation.
- Minimum of five years' experience leading a payroll team.
- Tax filing and reporting experience.
- Auditing payroll and/or financial reports experience.
- Experience with:
- Payroll/financial software implementation/updates.
- Implementing Internal Controls & Polices.
- Training staff.
- Writing standard operational procedures.
