Summary
The hiring salary for this position is $76,072.62 annually.

Charles County Government is seeking an experienced Payroll Assistant Manager to perform technical payroll work in processing payrolls for County and related agencies, including preparation of quarterly and year-end reports, assisting with processing bi-weekly payroll, transmitting data to the bank and reviewing registers for accuracy. This position will assist the Payroll Manager with special payroll projects including the testing, development and maintenance of the payroll programs, procedures and processes.
Essential Job Functions

  • Acts with full authority in the absence of the Payroll Manager,
  • Assists with supervision and processing the bi-weekly payroll, including reviewing hours entry, calculating hours, and entering data as needed.
  • Transmits payroll data to the bank electronically.
  • Assists in filing quarterly and annual Federal and State payroll reports, including Forms 941 and W-2s.
  • Reconciles payroll subsidiary ledgers and accounts to the general ledger.
  • Maintains payroll change files.
  • Prints checks, direct deposit statements and other reports as needed.
  • Research and respond to inquiries regarding payroll related matters.
  • Prepares reconciliation of position control system as required.
  • Maintain Budget Position Control File.
  • Test and implement leave tracking and payroll checks.
  • Reconciles FSA (Flex Spending Accounts) accounts on a bi-weekly basis.
  • Maintains quarterly wage reporting information.
  • Assists and trains timekeepers in FLSA rules and regulations, as well as general payroll issues.
  • Assists with testing software updates.
  • Prepares journal entries as required.
  • Maintains bi-weekly tax liabilities spreadsheet to ensure accuracy for quarterly filing.
  • Performs duties of Payroll Manager and Payroll Specialist in their absence, as assigned.
  • Processes payroll information for the preparation of payrolls.
  • Reviews and corrects department data entry for payroll hours and leave tracking.
  • Assists in the training of department personnel for entry payroll and leave tracking entry.
  • Processes new employee data.
  • Updates payroll deduction and benefit master files.
  • Prepares, salary/fringe billing to outside agencies, direct deposit statements, and other payroll related transactions.
  • Maintains payroll and related records and files.
  • Updates, corrects and edits payroll files.
  • Responds to employee inquiries and provides assistance regarding payroll related issues.
  • Verifies employment and wage information to third parties.
  • Processes payroll check corrections and special checks as needed.
  • Prepares employee and employer insurance adjustments.
  • Coordinates and reconciles unemployment reports & invoices.
  • Coordinates workers comp claims with Central Services and other agencies.
  • Works with Human Resources and other Departments to accurately compensate employees on FMLA.
  • Manages the leave reporting program including the vacation and Comp time maximum leave accruals and adjustments to sick leave and at year end.
  • Works with Budget to maintain the Budget Position Control File.
  • Performs other related job duties as assigned.

Qualifications, Knowledge, Skills, and Abilities

Education and Experience:
Bachelor's degree in Accounting or Business with emphasis in Accounting. Three (3) years of general accounting experience with direct computerized payroll responsibility, or an equivalent combination of education, experience and training.
Licenses or Certifications:

Knowledge, Skills and Abilities:
  • Knowledge of Microsoft Office and other general computer use skills.
  • Knowledge of Payroll accounting and processing procedures.
  • Knowledge of FLSA rules and regulations, as well as general payroll issues.
  • Knowledge of Federal/State tax laws which pertain to payroll. Payroll processing procedures.
  • Knowledge of payroll related laws and regulations.
  • Knowledge of data entry and related computer procedures.
  • Knowledge of modern office practices and procedures including the operation of standard office equipment such as calculators, desktop computers, copiers and printers.
  • Knowledge of payroll compliance, taxes and benefits.
  • Knowledge of data entry and related computer procedures.
  • Knowledge of computer skills using Microsoft Word and Excel and AS400.
  • Ability to multi-task and meet deadlines.
  • Ability to enter data accurately into computerized processing system.

PHYSICAL DEMANDS
The work is sedentary with frequent periods of light physical activity. Work may be performed in office surroundings as well as outside. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.
