JOB SUMMARY:

The Parking Services Supervisor provides day-to-day operational support for UCard/UPass and campus parking through consistent service, effective use of systems and timely handling of issues. The incumbent is responsible for administering and leading the parking appeals process, making decisions within established guidelines and scope of authority. The incumbent shares responsibility with the Manager for after-hours operational coverage, including evenings and weekends. In the absence of the Manager, Parking Services, the incumbent serves as the operational lead, maintaining established procedures, coordinating workflow and enables the successful performance of team members.

1. Responsibility: Parking Operations Coordination and Oversight
  • Supports the Manager in coordinating daily parking operations, ensuring smooth enforcement, permit management, and equipment functionality across all campus locations
  • Monitors lot activity, analyzing trends and occupancy stats
  • Facilitates procedural, operational and software training for new staff, and ongoing training initiatives for the recruitment team
  • Responds to emerging operational issues, and helps maintain safe, efficient traffic flow
  • Coordinates and oversees workflow to maximize schedule of enforcement and customer service agents
  • Supports enforcement duties in the field and responds to emergent issues

2. Responsibility: Customer Service & Issue Resolution
  • Acts as a primary escalation point for complex or sensitive customer concerns
  • Adjudicates citation appeals process for all campus locations
  • Conducts evidence review, explains regulations, and helps resolve disputes with fairness and professionalism, including support in processing citation appeals


3. Responsibility: Technology & Systems Administration
  • Assists in the operation and troubleshooting of UCard, UPass and parking technologies, including Touchnet OneCard, CloudCard, Presto systems, LPR systems handheld enforcement tools, pay stations, and permit management software
  • Supports data accuracy, report generation, and identification of system issues requiring vendor or IT assistance
  • Recommends improvements to vendors to enhance operation of parking systems

4. Responsibility: Policy, Procedure & Compliance Support
  • Contributes to the development, implementation, and ongoing refinement of parking policies, procedures, and enforcement guidelines
  • Helps ensure alignment with institutional regulations, municipal by-laws, accessibility requirements, and best practices

5. Responsibility: Event, Infrastructure & Campus Coordination
  • Supports planning and execution of parking-related logistics for campus events, construction impacts, and special access needs
  • Coordinates temporary signage, enforcement adjustments, and lot inspections, working collaboratively with Facilities, Campus Safety, and campus partners
  • Assists the manager in coordinating special event parking, developing pricing and strategies
  • Coordinates presence of UCard/ UPass teams at special events for added awareness and improved customer service opportunities


Required Education:
  • Completion of a formal post-secondary/college program of three academic years in a related field
  • MLEO certification, project management preferred
  • A combination of education and experience may be considered

Required Experience:
  • Minimum of three to five years of experience in the field of post-secondary
  • Experience in enrolment or parking or students services capacity would be considered an asset Experience with staff supervision and workflow coordination
  • Valid Ontario Driver's License (Class G) with clear Driver's Abstract, and passport is required
  • Previous experience in a campus setting would be considered an asset

Knowledge:
  • Experience using LPR technology, handheld enforcement tools, pay stations, and permit management software
  • Knowledge of parking bylaws & regulations would be considered an asset
  • Knowledge of campus ID card systems and administration would be considered an asset
