Full Job Description
We are looking for a P3 Operations Manager

Job Summary

As the Operations Manager, you will be responsible for the oversight of a healthcare facility in Surrey, BC. You will be responsible for operational staff, budgets, and building operations including maintenance, mechanical, electrical, and plumbing. You will also oversee health and safety, and full compliance with the service agreement. You will be leading a team of Operations and Maintenance professionals, working with them to ensure the P3 contract is being serviced. The ideal candidate brings proven experience overseeing a P3 contract, exceptional stakeholder management skills, and previous experience managing unionized employees.

Scope of duties & Responsibilities

  • Directs maintenance activities on utility systems to provide continuous supply of HVAC, electricity, data, gas, water and sewage for operations
  • Oversees the inspection of systems and equipment for conformance with operational standards and regulations.
  • Perform field observations and regular audits of building components. Prepare routine and special system operation reports.
  • Develops maintenance budget projections. Monitors expenditure of funds in budget.
  • Works within approved budget. Develops and implements cost saving measures where there are no negative impact to KPI's or client confidence.
  • Oversee and conduct quality audits related to the start-up and shut down of major building equipment, water treatment, employee duties, diesel generator, fire alarm, life safety tests, regular maintenance activities (i.e. filter and belt changing).
  • Assists with maintaining supplies inventory by checking electrical and mechanical material stock to determine inventory levels; anticipating needed supplies; placing and expediting orders; reviewing and approving invoices.
  • Directly manages unionized employees in the maintenance department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, and directing work, addressing complaints and resolving problems, interviewing, hiring, and training employees, appraising performance, rewarding and disciplining employees.
  • Manages high level client meetings and reports that align with the Project Agreement.
  • Works well with Projects team managing Changes and Lifecycle projects.

Health & Safety
  • Inform and train employees about EQUANS safety rules.
  • Implement equipment and procedures to ensure compliance with EQUANS rules including, among others, risk analysis before performing a task.
  • Ensure all staff and contractors follow Confined Space and Safe Work procedures.
  • Maintain a safety culture throughout the site.

Requirements / Qualifications
  • Authorized to work in Canada.
  • Must be able to obtain and maintain the required security clearance level.
  • 10+ years' experience managing a large facility - P3 experience is preferred.
  • Experience overseeing a government portfolio / property is preferred.
  • Experience of being responsible for operational, life cycle & capital budgets.
  • Strong knowledge of building systems including MEP (mechanical, electrical, plumbing), HVAC, refrigeration, BAS (building automation systems).
  • Exposure to soft facilities management.
  • Leadership with excellent influencing and persuasion skills;
  • Organizational skills (priority management);
  • Be a good coach, mobilizing and inspiring his/her team, with demonstrated skills in employee management and customer service.
  • Ability to apply occupational health and safety policies and programs.
  • Experience with CMMS and BMCS (DDC) systems.

Salary range: 110K-135K
