We Require
  • Four years in either organizational change management, communications, project management, or business analysis, preferably within a government or large enterprise setting
  • Bachelor's Degree in Business Administration, Communications, Public Administration, or an IT-related field
  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis


We Also Value
  • Certification in change management (e.g., Prosci, ACMP)
  • Proven experience as a communications specialist
  • Experience working in a technical environment
  • Experience working with local or state government


Job Contributions
  • Serve as the primary change manager for high-impact projects by planning and executing comprehensive change management strategies. Responsibilities include conducting change impact assessments, developing tailored change and communication plans that emphasize user benefits and foster engagement, and ensuring clear, consistent, and motivating messaging across all channels.
  • Facilitate stakeholder buy-in, proactively address resistance, evaluate the effectiveness of change initiatives, and maintain strong relationships with internal and external stakeholders to ensure successful adoption and sustained outcomes
  • Collaborate with project managers related to OCM to seamlessly integrate change management activities into project initiatives. This includes embedding OCM strategies into project plans, monitoring and reporting on change management progress across multiple projects, and ensuring consistent application of change management practices throughout the department.
  • Maintain a comprehensive Center of Practice for Organizational Change Management within the Enterprise Technology and Innovation department. Responsibilities include regularly updating best practices, methodologies, and tools, as well as providing training resources and ongoing support to staff to promote the effective application of change management principles across the organization.
  • Develop departmental communication strategies, standards, and templates, along with compelling strategic communications on behalf of senior leadership for both internal and external audiences. This includes crafting clear, consistent messaging that aligns with organizational goals and enhances engagement across all stakeholder groups.

Working Conditions
  • This position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
  • This position requires the employee to be in the office and/or customer-facing for all hours worked
  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, and requires walking or standing to a significant degree
