Operations Systems Analyst - Electronic Warfare

Parsons is looking for an experienced Operations Systems Analyst to join our team in Dahlgren, VA! In this role, you will join the fight at an exciting time when naval electronic warfare capabilities are needed as much as ever. New and emerging threats continue to present challenges that we meet with novel approaches to combat adapting enemy tactics through evolving engineering solutions. At Dahlgren, we are working to bring new technology like the Softkill Coordination Subsystem to the Warfighter, continuously improve AN/SLQ-32 system performance, and ensure the US Navy maintains the solutions required for ship self-defense while bringing the means to project force.

Project Background

Parsons is supporting Integration and Testing (I&T) on Navy Electronic Warfare (EW) systems, specifically targeting AN/SLQ-32(V)6 and (V)7 variants. In this role, you will develop and implement comprehensive product testing procedures, evaluate test results, and recommend vital production or design changes. Your work will directly ensure the quality, performance, and operational standards of the Softkill Coordination Subsystem (SKCS) program in support of naval defense initiatives.

What you will be doing
  • Integration & Testing: Perform rigorous I&T on Navy EW systems, focusing on SLQ-32 (V6/V7) variants.
  • Test Procedures: Develop, implement, and execute technical procedures for comprehensive product testing.
  • Evaluation & Optimization: Review and evaluate test results to identify system gaps. Recommend design or production modifications to meet strict performance and quality standards.
  • Collaboration & Leadership: Organize, lead, and host large-scale technical meetings, workshops, and stakeholder conferences.
  • Documentation: Create, review, and maintain highly technical documentation, including Concepts of Operations (CONOPS), Concepts of Employment (CONEMP), Tactics, Techniques, and Procedures (TTPs), and Standard Operating Procedures (SOPs).
  • Test Evaluation: Support Developmental and Operational Test & Evaluation (DT&E/OT&E) cycles using Agile methodologies.


What required skills and experience you bring:
  • Bachelor's Degree in a STEM (Science, Technology, Engineering, Mathematics) or related field, OR equivalent work experience that meets guidelines established for job
  • 2+ years of related professional experience
  • U.S. Citizen with the ability to obtain and maintain a Secret Clearance
  • Technical Proficiency:
    • Hands-on experience working in Linux environments.
    • Deep understanding of threat systems, red adversary tactics, kill chains, blue force OPLANS, and Fleet operations.
    • Direct experience with Electronic Maneuver Warfare Systems, Electromagnetic Spectrum Operations (EMSO), and the generation of EW Gaps and Capabilities.
    • Proven background in systems development, testing, and lifecycle management within an Agile framework.
  • Core Competencies:
    • Analytical Problem-Solving: Superior ability to troubleshoot complex technical issues and optimize system performance.
    • Communication: Exceptional verbal and written communication skills for cross-functional collaboration with team members and Navy stakeholders.
    • Teamwork: Strong collaborative spirit with the proven ability to work independently or seamlessly within a mission-focused team.


Additional supporting experience desired but not required
  • Experience: Eight (8) years of direct experience (or equivalent) in threat system analysis and/or the operation of U.S. Navy Electronic Warfare systems.
  • Experience with military, aerospace, defense, transportation, industrial, telecommunications, or other mission-critical systems.
  • Prior USN (military or civilian) experience desired
  • Experience with AEGIS combat system interfaces, or similar SoS weapons systems desired
  • Experience working with Atlassian tools (Jira, Confluence)


Security Clearance Requirement:
A security clearance is not required to apply; however, the selected candidate must be able to obtain a Secret clearance which requires U.S. citizenship, prior to the start date.

This position is part of our Federal Solutions team.

Salary Range: $63,600.00 - $111,300.00
