Summary

This position is part of the Hydrocarbons and Geothermal Energy Office, Department of Energy. As a Operations Supervisor, you will serves as principal advisor to the Program Manager on all aspects of planning/programing, budget/finance, and administration

Duties

Help

As an Operations Supervisor, you will lead or participate in the following activities on a daily basis:

  • Financial Management: Leading budget formulation, execution, and financial reporting for a multi-million-dollar organization submitting annual budget requests to Congress. Use of DOE funding tracking and execution systems and day-to-day management of spend plans. Leadership over an annual National Laboratory project development process (AOP) and coordination across the National Laboratories to limit stale balances.
  • Procurement and Contract Management: Leverage Level I Contract Officer Representative (COR) certifications to develop performance work statements, independent government cost estimates and negotiate and manage contracted work.
  • Business Operations and Strategy: Developing strategies to improve business efficiency, including the development of operational plans and SOPs. Management of day-to-day office operations and executive correspondence. Advising division leadership on policy, strategic alignment, and program operations to coordinate long-term organizational goals. Represent division leadership in high-level meetings and coordinate responses to congressional, executive, and auditing inquiries to ensure policy compliance.
  • Human Resources: Leading talent management activities with DOE HC and manage fellowship programs and associated budget tracking.
  • Financial Assistance: Advise staff on Federal acquisition principles and lifecycle management to ensure a healthy portfolio of Financial Assistance awards .
  • Supervisory: Supervise staff by assigning work, evaluating performance, resolving grievances, and planning professional development to maintain a skilled workforce.

Qualifications

GS-15 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Performing Federal budget formulation, execution, and financial reporting for multi-million-dollar programs, including managing annual budget submissions to Congress, overseeing spend plans, and coordinating with internal stakeholders to ensure timely obligation and expenditure of funds.
  2. Applying Federal acquisition principles to plan, develop, and oversee procurement actions, contract performance, and key deliverables; experience developing acquisition documentation (e.g., PWS, IGCEs); and experience managing the lifecycle of Federal financial assistance initiatives.
  3. Reviewing and evaluating administrative workflows or business processes to improve efficiency; developing or implementing standard operating procedures or operational plans; and overseeing day-to-day office operations, administrative activities, or executive correspondence.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
