The Role:The Operations Supervisor (Operator of Record) is responsible for the safe, compliant, and efficient operation of water treatment and distribution systems across assigned service areas. This role serves as the legally designated Operator of Record (OOR) and is accountable for ensuring system operations meet all applicable federal, state, and local regulatory requirements.
This position provides direct leadership, technical oversight, and operational direction to field operators and technicians while maintaining accountability for system performance, water quality, regulatory compliance, and emergency response.
Day to Day:Operational Leadership & Oversight- Schedule, prioritize, and oversee daily work of field operators and technicians to ensure operational requirements, service levels, and project requests are met
- Provide supervisory leadership, including training, coaching, staffing, and performance management of the operations team
- Conduct employee performance evaluations in alignment with company guidelines
- Develop staff capabilities, ensuring completion of required training and progression of certifications
Regulatory Compliance & Operator of Record Accountability- Serve as the Operator of Record (OOR) with full accountability for regulatory compliance, system integrity, and public health standards
- Ensure all compliance sampling, monitoring, and reporting requirements are completed accurately and on time
- Maintain current knowledge of all applicable federal, state (WA DOH), and local regulations, ensuring strict compliance
- Ensure all compliance issues or violations are properly communicated, documented, and resolved in a timely manner
- Maintain and ensure accuracy of all required documentation, including:
- Operations & Maintenance (O&M) manuals
- Emergency Response Plans
- Sampling plans and compliance documentation
Emergency Response & System Reliability- Coordinate and oversee after-hours emergency response, ensuring timely dispatch of staff, equipment, and resources
- Direct operational response to system failures, water quality concerns, or urgent service issues
- Ensure readiness and effectiveness of emergency response protocols
Operational Coordination & Stakeholder Support- Support management of client and stakeholder communications related to system operations and service delivery
- Coordinate with internal teams, contractors, and regulatory agencies as needed
- Execute additional operational priorities and assignments as directed by the Washington Operations Manager
Safety & Compliance- Ensure adherence to all Company policies, procedures, and safety regulations
- Maintain compliance with Company standards related to workplace conduct, safety, and operational expectations
Come on your first day with:- 5+ years of progressively responsible experience in water utility operations, including regulatory compliance, system oversight, and experience leading or directing field operations
- To meet regulatory requirements for a Satellite Management Agency (SMA) certification in Washington, the following certifications are required at a minimum:
- Water Distribution Manager 2 (WDM 2)
- Water Treatment Plant Operator 2 (WTPO 2)
- Cross Connection Specialist (CCS)
- In addition:
- Must meet all requirements to serve as an Operator of Record under Washington state regulations
- Ability to maintain certifications in good standing and obtain higher-level certifications as required for system size and complexity
- Valid Washington driver's license
WORKING CONDITIONS: The working environment will be outdoor and indoor conditions depending on the specific supervisory role and need. This position requires decision and leadership ability, at times in emergency situations. Safety procedures must always be followed. Employees may be exposed to hazardous materials, confined space, electrical components, and heavy equipment such as backhoes, dump trucks and sewer flushing vehicles. Employees must be in a physical condition that will allow personnel access into typical industrial processing plant facilities and equipment

Base salary range: $38.50 - $51.32 per hour, depending on qualifications
