This vacancy is for a GS-1515-13, Operations Research Analyst located in the Department of Homeland Security, U.S. Coast Guard, NAVCEN WATERWAYS RISK ASSESSMENT AND SUPPORT DIVISION in ALEXANDRIA, Virginia.

You will serve as an Operations Research Analyst and be responsible for new and established projects, programs and systems related to supporting development of quantitative and qualitative geospatial waterways risk assessments and utilization studies of the Marine Transportation System (MTS)..

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Planning and coordinating programs and budgets to support projects, programs and systems in support of geospatial waterways risk assessments and utilization studies in the MTS.
• Employing scientific programming languages (e.g., Python, R) and libraries to evaluate the effectiveness and accuracy of existing waterways risk tools and recommend methods to modernize and improve performance.
• Identifying future needs and develops and provides input to improve marine spatial data quality, analysis, visualization, synthesis, and reporting.
• Preparing charts, summaries and narratives which provide the basis for performance evaluation.
• Providing progress reports concerning assigned programs related to geospatial waterways risk assessments and utilization studies.

Qualifications

This position has an Individual Occupational Requirement.

Basic Requirements: Degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

AND

SPECIALIZED EXPERIENCE: To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Specialized experience may include the following:

• Managing programs and budgets to support projects and geospatial waterways risk and utilization studies in the Maritime Transportation System.
• Using data science programming tools to analyze datasets and identify anomalies and trends.
• Creating accurate visualizations informed by sound geospatial principles, including coordinate systems and map projections.
• Evaluating and improving the performance of waterways management program operations.
