Summary

This position is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure.

This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia.This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

Duties

Help

  • Conducts cost analyzes and/or estimates on data collected using approved techniques from various sources to determine baseline lifestyle cost for automated information systems, programs and projects; and compiles them.
  • Conducts cost analyzes and/or estimates on data to calculate future life-cycle costs using reports of cost data findings in formats prescribed by the customer.
  • Originate plans and establish costing policy to assure that appropriate programs, projects and services are accomplished in the most efficient, expeditious, and economic manner to meet the unique and special needs of the organization.
  • Develops cost estimate sources, methods, controls, and projections using a variety of techniques including modeling, parametric analysis, engineering estimates, learning curve, risk analysis, and cost estimating relationships.
  • Prepares and provides comprehensive briefings and presentations on analytical findings and recommendations to the Agency management officials.
  • Performs broad range of analyses for difficult to -define, controversial, new, or novel systems/functions of major agency, national or international impact.

  • The incumbent is required to submit a Financial Disclosure Statement, OGE-450.
  • This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States (CONUS) up to 25% percent of the time.


Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Qualifying Experience:

To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience in conducting life-cycle cost analyses for complex systems, developing advanced cost estimation methodologies, establishing organizational costing policies, or briefing senior leadership on analytical findings for high-impact programs.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Education

There is no substitution of education for theQualifying Experience at the GG-14 grade level.
