Full Job Description
POSITION SUMMARY:

The Operations & Quality Manager is responsible for operational quality, compliance, execution discipline, and management of the Project Management Office (PMO) across the organization. This role owns the ISO/QMS systems, audit readiness, operational SOPs, PMO governance, project execution standards, and continuous improvement initiatives embedded within operations.

This position is operations-focused, working closely with field, project, and PMO teams to ensure processes are documented, implemented, measured, and continuously improved to support consistent project delivery and operational excellence across the organization.

RESPONSIBILITIES:

1. Quality, ISO & Compliance

  • Own and manage the ISO/QMS system and its operational implementation across the organization;
  • Ensure ongoing audit readiness and lead internal and external audit activities;
  • Manage corrective actions and track timely resolution and closure;
  • Maintain compliance-driven quality standards across operations;
  • Monitor and report on quality performance metrics to support continuous improvement initiatives.


2. Operational SOPs & Process Improvement

  • Own and maintain operational SOPs, site-level procedures, and process documentation to support consistent and efficient project execution;
  • Lead operational process mapping, documentation, and standardization initiatives;
  • Identify process gaps, inefficiencies, operational risks, and opportunities for improvement;
  • Drive continuous improvement initiatives across operations to improve quality, efficiency, and execution discipline;
  • Develop and monitor operational performance metrics to measure process effectiveness, quality outcomes, and continuous improvement initiatives;
  • Lead cross-functional process improvement initiatives supporting operational excellence and organizational priorities.

3. Planning & ESG Support

  • Provide operational inputs, performance metrics, and process improvement recommendations for Annual Planning activities and Quarterly Business Reviews;
  • Supply operational data and metrics supporting ESG and NZC reporting requirements;
  • Support the implementation of ESG and NZC initiatives where operationally applicable.


4. PMO Management & Project Controls

  • Own the PMO function and establish consistent project management standards, governance, and execution practices across the organization;
  • Establish and maintain project controls standards, including cost tracking, forecasting, change management, reporting, and project closeout discipline;
  • Support project teams through standardized tools, templates, governance frameworks, and performance reporting;
  • Monitor PMO effectiveness through KPIs, project review cadence, data quality, and adoption of required project management processes;
  • Develop and monitor PMO performance metrics, including process adoption, project controls compliance, and operational effectiveness;
  • Facilitate project governance reviews and lessons learned activities to strengthen project delivery practices and drive continuous improvement;
  • Partner with Operations, Finance, and project leadership to improve project execution, accountability, and financial visibility.


5. Systems Ownership

  • Act as business owner for the QMS/ISO system and PMO governance framework;
  • Serve as the super-user for operational quality, documentation, and project controls tools;
  • Ensure systems are effectively utilized to support operational standards, reporting requirements, and continuous improvement initiatives.


6. People Leadership

  • Lead Quality, Project Administration, and PMO resources to ensure consistent delivery of operational standards and project execution practices;
  • Establish priorities, monitor performance, and drive accountability across quality, administration, PMO, and operational teams;
  • Provide coaching and performance feedback focused on compliance, delivery excellence, project execution, and continuous improvement;
  • Foster collaboration and knowledge sharing across operational teams to support consistent execution and organizational objectives.


QUALIFICATIONS:

  • 10+ years of experience in operations, quality, compliance, or operational excellence roles.
  • Hands-on experience with ISO/QMS systems, audits, and compliance management.
  • Strong process improvement, problem-solving, and operational excellence capability.
  • Experience managing or supporting a PMO, project controls function, or standardized project delivery framework.
  • Experience leading cross-functional process improvement initiatives in project-based or operational environments.
  • Experience managing managers or leading multidisciplinary operational teams.
  • Comfortable working in project-based or field-driven organizations.
  • Bachelor's degree in business, Engineering, Construction Management, Operations Management, or a related discipline is considered an asset.
  • PMP designation, Lean Six Sigma certification, ISO Lead Auditor certification, or other relevant professional designations are considered assets.
