Job Description:

Saab, Inc. is seeking an experienced Operations Officer at Camp Pendleton to support the FoFTS-Next program. The Operations Officer leads the planning, coordination, and delivery of all Marine Corps Training Instrumentation System (MCTIS) exercise support on base, overseeing both steady-state training delivery and deployed training activities utilizing MCTIS capabilities.

The Operations Officer reports to the Saab Site Lead and serves as the primary point of contact for the planning, preparation, and execution of all MCTIS events conducted by training units at the assigned installation.

Responsibilities include:
  • Develop a MCTIS Overview and Capabilities support brief, as required.
  • Instruct the exercising units on the capabilities of the Saab MCTIS equipment and coordinate with the training unit before and during deployment to ensure that they have everything necessary to utilize the full potential of MCTIS and receive the maximum training benefit.
  • Lead the MCTIS support teams throughout exercise support from Company - Level support, up to Service Level Exercises, teams comprising of System Analysts, Field Service Engineers, and Field Service Representatives.
  • Directly support Service Level Training Exercises twice annually.
  • Manage the Contract Regional Operations Warehouse (CROW) exercise support personnel.
  • Manage the exercise budget for all training related to their site.
  • Manages all exercise support staff (System Analysts, Field Service Engineers, and Field Service Representatives).
  • Act as the USMC primary point of contact for all planning, preparation, and execution of support for all training both Home Station and Non-Home Station Training activities using MCTIS resources and assets.
  • Advise USMC staff and Exercise Force on how to best utilize the MCTIS system to proactively support preparation, planning, and execution.
  • Create the Exercise Coordinating Instructions for all Saab support staff, which includes: Performance Evaluation Checklists (PECL); Saab task organization; exercise Scheme of Maneuver (SoM); sync matrix and Master Events List; setup, equipping, train, fit and receipt plans; exercise manning and support plan; communications plan and frequency tables; transport plan; contact lists; base access; accommodation; feeding; medical and safety aspects of the exercise.
  • Work with the MCTIS Lead System Analyst to ensure the final AAR is built to Saab/ USMC standard and ready for turnover to the customer on time at the completion of the exercise.
  • Produce a Post Exercise Report for each training event, a Monthly MCTIS Training Utilization Report, and provide input to the mandated MCTIS reports.
  • Work with Site Lead to develop briefings detailing the personnel required to support the exercises that must be surged from other locations.
  • Identify personnel to surge to other locations in support of MCTIS exercises when required.
  • Ensure that all support delivery adheres to Federal, State, and Local Health & Safety requirements.
  • Ensure all personnel are properly trained for the roles which they are filling.
  • Schedule and conduct continuation training and education for the CROW staff.
  • Travel approximately 25% annually, with domestic travel required and potential for international travel.


Compensation Range: $111,700 - $145,200

The compensation range provided is a general guideline. When extending an offer, Saab, Inc. considers factors including (but not limited to) the role and associated responsibilities, location, and market and business considerations, as well as the candidate's work experience, key skills, and education/training.

Skills and Experience:

Required Qualifications:
  • Bachelor's degree with 2+ years of related experience, or an equivalent combination of education and experience.
  • Must hold an active U.S. DoD Secret security clearance or higher.
  • Former U.S. military with extensive USMC experience.
  • In-depth understanding of USMC Combined Arms Doctrine, including Tactics, Techniques, and Procedures (TTP) pertaining to SLTEs through Co-level training activities.
  • Thorough understanding of exercise design and development for large-scale exercises.
  • Experience with scheduling, detailed planning, and human and asset allocation.
  • Experience briefing senior civilian and military officers.


Desired Qualifications:
  • Battalion Operations Officer or Operations Chief experience preferred.
