Full Job Description
The Operations Manager has full independent responsibility for all Transportation Services field operations (facility planning and project management, sign shop fabrication and installation, parking compliance and transportation, facility and equipment maintenance, along with Active Mobility Enforcement operations). The incumbent serves as a vital member of the Transportation Services leadership team, providing a managerial review, quality control, and analytical support to the department while actively planning and implementing strategic business objectives and continuous improvement programs supporting the University's mission, Vision, and Values. Acts as a liaison/facilitator between UC Davis Facilities Management and Custodial, Grounds & Waste Management as well as other university departments and will serve as first point of contact for the FAA, EHS, and various county agencies for annual inspections as well as Airport tenants. This position is challenging and demanding in terms of the required judgment, flexibility, sensitivity, and management expertise, as Transportation Services is a highly visible 24/7/365 customer service operation.

Qualifications

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
  • Bachelor's degree or equivalent experience.
  • Minimum of five (5) years of progressively responsible experience in facilities maintenance, parking operations, transportation operations, or a related field, including at least three (3) years of supervisory experience overseeing maintenance, operational or student staff. Experience must include planning and directing daily operations; managing preventive maintenance and infrastructure repair; administering budgets and contracts; ensuring compliance with applicable codes, regulations, and safety standards; and coordinating multiple projects and operational priorities in a complex organizational environment.
  • Knowledge of and experience interpreting and applying applicable laws, regulations, standards, and reference manuals, including the California Vehicle Code, Americans with Disabilities Act (ADA), Title 24 Building Standards Code, Federal Aviation Administration (FAA) requirements, Caltrans standards, and the Manual on Uniform Traffic Control Devices (MUTCD).
  • Proven leadership and budget management skills, including financial planning, budget development and administration, accounting principles, cost forecasting, organizational planning, and strategic decision-making, with the ability to coordinate multiple projects and competing priorities effectively in a fast-paced operational environment.
  • Thorough knowledge of facilities maintenance, parking operations, and transportation infrastructure, including preventive maintenance, repair methods, parking equipment, mechanical, electrical, plumbing, structural systems, pavement maintenance, striping, signage, and associated operational best practices.
  • Ability to establish and implement short- and long-range goals for capital improvement projects, major maintenance programs, and operational priorities.
  • Strong analytical, organizational, and problem-solving skills to evaluate operational issues, interpret technical information, develop practical solutions, prepare reports and presentations, communicate effectively with diverse stakeholders, and manage competing priorities in a dynamic environment.
  • Strong written communication and analytical skills to prepare reports, policies, procedures, agreements, training materials, performance evaluations, and other business correspondence. Proficient in Microsoft Office applications, Computerized Maintenance Management Systems (CMMS), database management software, and other technology platforms used to support facilities operations and project management.


Preferred Qualifications
  • Experience in parking, transportation, or higher education maintenance operations.
  • Experience with sign production and creation.
  • Experience supporting airport operations, logistics, and maintenance processes.
  • Knowledge of the UC Davis Campus, parking lots and technology related to parking equipment, such as multi-space parking meters and LPR equipment. EDC Parking Management Systems, ServiceNow Case Management Systems, California Vehicle Code, UC Davis Traffic and Parking Code. Knowledge of vendor software specific to parking equipment.
  • Organizational and prioritizing skills to prepare detailed cost estimates accounting for all labor and material.
  • Knowledge to assess performance and communication skills to provide accurate and timely feedback, resolve problems/conflicts and build effective team environment.

Department Overview

Transportation Services is a multifunctional and complex organization, which provides services to the campus, UCD Health Med Center and local communities. Transportation Services includes three separate departments (Parking Services, University Airport and the Campus Sign Program), all related to campus transportation and access. Transportation Services is responsible for the construction and maintenance of all parking facilities on campus. Transportation Services is responsible for the Regulatory Signage on all campus roadways and bike paths. The Maintenance Unit oversees all of the required maintenance for Transportation Services equipment and Parking/Airport Facilities. TAPS Facilities encompass approximately 195 acres, 16,000 parking spaces, 14 pay stations and electronics access gates. Transportation is responsible for providing support services to the University Airport and the University Airport tenants.
