Position Overview:

The Director, Operations provides senior operational leadership and integrated support to the Global Supply Chain (GSC) Lab Team for the management of headquarters and in country consultants under the Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project. Reporting to the Lab Program Director, the role is accountable for translating strategy into execution, overseeing operational performance, financial health, talent management, and risk mitigation. The Director serves as a key advisor to leadership and may act on behalf of the Lab Program Director as needed.

Responsibilities:
  • Develops management strategy to ensure proper support, management, and contractual oversight of a sizable group of short term consultants.
  • Oversees short term contract requirements, including timely submission of deliverables, budget management and cost control, timekeeping, management of short term period of performance, and productive client relations.
  • In collaboration with the Lab Program Director and as needed by GSC Integrated Supply Chain Managers, ensure procurement team needs are being met by in-country consultants and provide follow up to carry out deliverables in a timely fashion regarding international and decentralized procurement commodity orders, and waiver and customs clearance and related issues.
  • Lead operational execution of Lab Team strategy, ensuring alignment with project objectives and delivery against performance targets.
  • Under the leadership of the Lab Program Director, leads and significantly contributes to the development, implementation, and progress monitoring of lab program activities.
  • Serves as strategic advisor to the Lab Program Director, supporting decision-making and acting on behalf of the Lab Program Director as needed.
  • Ensures relevant project systems and platforms are maintained to facilitate effective and compliant implementation of lab program activities.
  • As directed by the Lab Program Director, support strategic relationship management with Embassy, GHSD HQ, suppliers, or procurement teams with respect to consultant roster capabilities or services in country.
  • Supports Lab team progress monitoring and data analysis efforts and supports the Lab Program Director in regular and ad hoc corporate report-outs and presentations
  • Oversees staff engagement and communications for the BU
  • Serves as first-stop troubleshooter to the Lab Team, collaborating with internal and external stakeholders to develop solutions to address implementation challenges and meet client needs as they emerge
  • Takes initiative to promote business opportunities, implement efficiencies, and realize cost savings for GHSC-PSM lab activities.
  • Anticipates project risk, implements strategies, and takes steps, including those that require cross-departmental and corporate-level collaboration, to lessen impact or mitigate those risks
  • Serves as acting Lab Program Director, as required
  • May contribute dedicated time to other workstreams and functions to achieve Lab Team goals, including project management and stakeholder engagement.
  • Provide leadership for talent management and workforce planning in partnership with project leadership and Human Resources.
  • Collaborates with HRBP on performance management, semi-annual talent reviews with SVP, talent acquisition, employee relations, and succession planning activities
  • Oversee operational risk management, compliance, and governance to support effective and compliant lab activity performance.
  • Integrate operational activities across functions to drive efficiency, quality, and consistency.

Requirements:
  • Bachelor's degree or equivalent work experience required; Master's degree preferred
  • Minimum 8 years of relevant operations and project management experience
  • Minimum 2 years of supervisory experience and leading teams

Experience developing, leading, and managing global ST consultant teams, and managing complex portfolios.

Experience with in-country hiring, liaising with local counsel including local labor law requirements, recruitment, on-boarding and management of in-country staff and engagement of consultants in countries.
  • Experience with the GHSC-PSM project required.
  • Mastery of critical operational skills, including budget management, procurement and contractual compliance, talent sourcing and recruitment, client relations and knowledge of government client, and personnel management
  • Strong client relationship management and strategic decision-making skills.
  • Experience conceptualizing, outlining, performing, and directing the writing of one-pagers, memos, and communications products
  • Mastery of Microsoft Office suite (Excel, Word, PowerPoint)
  • Demonstrated experience solving complex technical or operational problems and evaluating options based on relevant information, resources, and knowledge
  • Experience in international development or similarly complex environments preferred
  • Language proficiency for assigned geographic area preferred
  • Demonstrates knowledge of artificial intelligence concepts and tools, with the ability to apply them appropriately and responsibly to support efficiency, decision-making, and problem solving in a dynamic business environment.

Compensation Range:
$100,400.00 - $125,600.00

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
