Job DescriptionThe Operations & Administration Manager provides advanced operational, administrative, and strategic support to the Senior Vice President of Human Resources & Culture and serves as the primary coordination and oversight resource across all functions within the HRC Department. This senior professional-level position performs highly responsible, confidential, and complex work requiring independent judgment, initiative, and leadership on behalf of the SVP.
While this position does not carry formal supervisory authority, it operates as the SVP's operational proxy - coordinating and directing the work of HRC Staff and Events DC staff on the SVP's behalf, tracking completion, and ensuring accountability to divisional standards without holding formal people management responsibility. The position serves as the central liaison among HRC leadership, department heads across Events DC, Financial Management, and external partners to ensure that divisional priorities, projects, and budgets are effectively coordinated and executed.
The Operations & Administration Manager exercises significant discretion, monitors the HRC divisional budget in coordination with People Operations unit, ensures compliance with established policies and procedures, and provides the operational infrastructure that enables the SVP, Human Resources & Culture to execute at the executive level. The position reports directly to the SVP, Human Resources & Culture.
Responsibilities- Manage and prioritize the SVP's schedule, commitments, meeting preparation, and communications across the organization and with external stakeholders.
- Prepare executive correspondence, memoranda, reports, briefing materials, and presentations on behalf of the SVP, HRC.
- Accompany the SVP to executive-level meetings and conferences as needed to track commitments, capture action items, and ensure follow-up.
- Exercise significant discretion and sound judgment when handling confidential, sensitive, and C-suite matters including personnel actions, compensation discussions, and executive decisions.
- Draft and review communications related to HRC initiatives, policy updates, and organizational announcements for the SVP's review and signature.
- Coordinate and direct the work of HRC staff as delegated by and on behalf of the SVP, Human Resources & Culture; this authority is positional and organizational, not a formal supervisory relationship.
- Assign tasks, track completion, and review work product to ensure accuracy, timeliness, and adherence to HRC standards; escalate performance, quality, or compliance concerns to the SVP, HRC.
- Orient and brief staff and partners on HRC priorities, procedures, and expectations as directed by the SVP; provide task-level guidance and process instruction without conducting formal performance evaluations.
- Establish and communicate consistent processes, workflows, and documentation standards across HRC functions to ensure operational efficiency and accountability on behalf of the SVP.
- Monitor adherence to organizational policies and procedures across HRC functions; flag deviations and recommend corrective action to the SVP, HRC.
- Serve as the operational liaison between HRC functional areas (Talent Acquisition, Classification & Compensation, HR Operations, Workforce Management) and the SVP, HRC to support the execution of divisional priorities.
- Coordinate and monitor follow-up on strategic HRC initiatives, SVP action items, and executive directives across all HR functions and Events DC departments.
- Maintain a comprehensive understanding of HRC divisional operations, HR policies, and organizational procedures to ensure alignment, compliance, and effective support to the SVP.
- Coordinate HRC-wide projects, cross-functional workgroups, and internal task forces as directed by the SVP, HRC.
- Ensure adherence to organizational policies, procedures, and financial controls across all HRC functions and staff.
- Monitor and evaluate HRC administrative and operational procedures; recommend process improvements to the SVP, HRC.
- Maintain records, databases, and confidential files in compliance with Records Retention Policy and applicable federal and District requirements.
- Support HRC compliance activities including audit readiness, policy documentation, and internal review processes.
- Serve as the primary point of contact for internal and external stakeholders seeking access to, or information from the SVP, HRC; prioritize and route incoming communications accordingly.
- Coordinate meetings, agendas, materials, and follow-up actions for the SVP and HRC leadership team.
- Prepare recurring and special reports requiring research and analysis on behalf of the SVP and HRC.
- Perform other related duties as assigned by the SVP, Human Resources & Culture.
Qualifications- Bachelor's degree from an accredited institution in Business Administration, Human Resources, Public Administration, or a related field; or an equivalent combination of education and progressively responsible experience.
- Minimum five (5) years of progressively responsible experience in executive administrative support, HR operations, or organizational management.
- Demonstrated experience supporting a senior executive (VP-level or above) in a complex, multi-function organizational environment.
- Experience coordinating, directing, or managing the work of others, including in informal, matrix, or delegated authority contexts where influence and credibility drive accountability rather than a formal reporting relationship.
