Position Description

The OED Technical Lead provides overall leadership and guidance for all Contractor personnel assigned to the Operations Enablement Directorate (OED), including assigning tasks, supervising ongoing technical efforts, and managing the overall performance of the Contractor team. The OED Technical Lead is responsible for the quality and efficiency of the Contractor's performance and assists the Government with financial and business processes under the PWS, excluding inherently governmental functions. This position requires occasional travel to CONUS and OCONUS locations

Required Clearance: TS/SCI eligibility

Location: Linthicum Heights, MD with Occasional CONUS and OCONUS travel required

Required Experience:
  • TS-SCI clearance eligible.
  • Seven years of recent experience leading technical efforts or supervising teams supporting intelligence analysis requirements.
  • Seven years of recent experience supporting the Intelligence Community or related Government, industrial, and academic communities in intelligence collection and policy and intelligence systems and capabilities.
  • Seven years of recent experience using the principles, concepts, and methodologies of intelligence analysis, including HUMINT and SIGINT methods.
  • Five years of experience developing requirements and methodologies to collect, analyze, manage, and present intelligence supporting cyber investigations and operations.
  • Five years of experience writing analytical reports such as Intelligence Information Reports (IIRs), serialized intelligence products, and operational cyber threat products.
  • Five years of experience in project management, including handling project scope, cost, resources, risk, and schedule.

Desired Experience:

  • Experience with the Collect, Analyze, Disseminate, Operationalize-Integrated Solution (CADO-IS) framework or a comparable enterprise-architecture-driven intelligence program.
  • Experience supporting Law Enforcement/Criminal Investigation (LE/CI) or counterintelligence analytic missions.
  • Prior experience managing a team that supports both offensive and defensive cyber operations surge requirements.


Responsibilities:
  • Lead technical execution of intelligence analysis activities supporting cyber investigations and operations, ensuring alignment with customer mission requirements and intelligence priorities.
  • Provide technical direction, oversight, and mentorship to personnel conducting intelligence collection, analysis, management, and dissemination across HUMINT, SIGINT, and other intelligence disciplines.
  • Develop and oversee intelligence collection requirements, analytical methodologies, and processes for integrating intelligence from Government, Intelligence Community, industry, and academic sources.
  • Direct the development and quality review of Intelligence Information Reports (IIRs), serialized intelligence products, operational cyber threat reporting, and other analytical deliverables supporting offensive and defensive cyber missions.
  • Manage technical project execution, including scope, schedule, resources, cost, risks, priorities, and surge requirements, while coordinating with customer stakeholders and mission partners.
