General Description: Under the supervision of the Data and Reporting Manager, the Systems Analyst V performs highly advanced (senior level) systems analysis, including planning, designing, configuring, automating, and deploying new or enhanced systems for the Office of Area Agencies on Aging (OAAA). Work involves analyzing requirements, automating manual processes, providing technical guidance, data analysis, and ensuring the ongoing optimization of systems. This role will lead projects with multiple workstreams across multiple programs to ensure project success during the development, planning, and implementation stages of the projects. Work involves leading, coordinating and conducting User Acceptance Testing to ensure critical system requirements are met.

The Systems Analyst V evaluates and implements data management tools, develops and maintains technical documentation, and prepares flowcharts, diagrams, and reports to guide analysis and decision-making. The analyst consults with agency leadership on technology strategies and emerging applications and recommends system modifications or policy updates to improve business processes.

This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgement and may oversee the work of other staff.

Essential Job Functions (EFJ)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(35%) Project Management and Coordination: Leads, plans, organizes, coordinates, and monitors projects and Information Technology (IT) initiatives from initiation through completion, ensuring deliverables, timelines, risks, and stakeholder expectations are effectively managed. Maintains organized project documentation, process improvement records, meeting records, action items, and project artifacts in accordance with organizational standards, operational needs, and project management best practices. Determines the scope, purpose, timeline and expected outcomes of assignments. Acts as a liaison to HHSC IT to ensure resources are aligned with department priorities. Facilitates collaboration and communication across operational teams, leadership, policy staff, vendors, and other stakeholders to support project success and operational alignment. Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them. Represents OAAA at meetings with vendor, work groups, conferences, or other events.

(25%) Systems Support: Supports the implementation of cloud-based Software as a Service (SaaS) solution and assumes responsibility for ongoing system maintenance in coordination with HHSC IT, OAAA subject matter experts, SaaS solution vendor and other programs involved. Develops functional design specifications to meet requirements and solve complex operational problems. Leads User Acceptance Testing efforts to include testing assigned programs, including generating test data, writing test scripts, executing test sequences, and diagnosing errors. Applies current software development and testing methodologies to ensure the quality, security, and maintainability of applications. Provides oversight of SaaS solutions to ensure they serve and/or improve business processes and that the design and implementation comply with HHSC and state IT standards.

(20%) Data & Reporting: Oversees the development and implementation of databases, data collection systems, and other strategies to optimize statistical efficiency and quality. Ensures data integrity by identifying, establishing, and updating data quality metrics, and recommends and implements improvements to data quality to ensure state and federal reporting requirements are met. Ensures data integrity by identifying gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data. Compiles, queries, and loads data using Structured Query Language (SQL) or Statistical Analysis System (SAS) and other query languages into databases from a variety of source formats to support complex analyses. Collaborates with leadership to review data, identify trends, and highlight areas for improvement. Analyzes and reports on data to guide decision-making and evaluate project outcomes. Coordinates with subject matter experts to ensure accuracy of reporting tools, workflows and reporting procedures. Maintains security protocols for sensitive or confidential data as it relates to accessing, handling, protecting, and distributing data.

(15%) Technical Assistance: Provides guidance, direction, training, and technical assistance to OAAA staff and Area Agencies on Aging relating to reporting tools and system workflows. Assists management with developing policies, procedures, standards, and manuals. Develops policy, procedures, training, communication plans, performance measures, quality assurance tools, etc., as needed and requested. Provides guidance and direction to other areas needing technical expertise for SaaS solutions.

(5%) Performs other duties as assigned, including but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge, Skills, and Abilities:
  • Knowledge of relational databases.
  • Knowledge of the principles, practices and techniques of database and application design, development, and structure.

    Initial Selection Criteria:
    • Graduation from an accredited four-year college or university with major coursework in management information systems, computer science, computer information systems, math, or a related field. Experience and education may be substituted for one another, up to four years.
    • At least two (2) years of experience using Agile methodologies.
    • At least two (2) years of experience with project management, change management, or strategic technology planning.
    • At least two (2) years of experience composing business/software requirements, business process modelling, test plans, writing test scripts, executing tests, or testing configurations.
    • At least two (2) years of experience writing or editing SQL or SAS queries.
