Full Job Description
Willdan Lighting and Electric (WLE), a subsidiary of Willdan, is seeking an experienced Market Development Manager to support the NYC Accelerator program in New York City. NYC Accelerator promotes energy-efficient building upgrades and helps building owners comply with Local Law 97, New York City's landmark building decarbonization legislation. Working under the strategic direction of the Outreach Lead, this position is responsible for translating outreach strategy into operational execution that drives measurable market engagement and program participation.

This role serves as one of the program's primary public-facing representatives and is responsible for managing the outreach team, coordinating subcontractors and strategic partners, developing and executing outreach initiatives, leading presentations and webinars, and continuously improving outreach operations. The ideal candidate is an operational leader, relationship builder, and effective communicator who thrives in a fast-paced, evolving environment and consistently translates strategy into measurable results.

Essential Duties & Responsibilities
  • Relationship Development & Market Engagement
    • Develop and execute outreach initiatives that expand awareness of NYC Accelerator and increase participation across priority market segments.
    • Build and maintain relationships with building owners and managers (OMs), portfolio owners, property managers, industry organizations, trusted messengers, service providers, and other key stakeholders.
    • Identify and cultivate opportunities that move organizations from initial awareness to active participation in NYC Accelerator.
    • Represent NYC Accelerator as a primary public-facing representative at conferences, industry meetings, networking events, workshops, webinars, and community events.
  • Outreach Strategy Execution
    • Translate outreach strategy into coordinated day-to-day execution across campaigns, target audiences, and market segments.
    • Develop and implement outreach plans that support program priorities and campaign objectives.
    • Translate strategic priorities into workplans, assignments, timelines, and deliverables for the outreach team and supporting subcontractors.
    • Collaborate across Case Management, Marketing, Customer Service, Events, and other program teams to align outreach activities with participant needs, market conditions, and program priorities.
    • Establish feedback loops with Case Managers and other customer-facing staff to identify common customer questions, barriers to participation, referral trends, and emerging opportunities, incorporating those insights into outreach planning and messaging.
    • Continuously improve outreach strategies by evaluating program performance, market feedback, stakeholder engagement, and cross-functional input, recommending new initiatives, partnerships, and engagement opportunities.
  • Outreach Pipeline Management
    • Own and continuously improve NYC Accelerator's outreach pipeline, ensuring opportunities progress efficiently from initial engagement through handoff to the Case Management team.
    • Establish and maintain processes for tracking outreach activities, stakeholder engagement, lead progression, referrals, and handoffs.
    • Develop and monitor outreach KPIs, dashboards, and performance metrics using Salesforce and other tracking tools to measure pipeline health, team productivity, and program outcomes.
    • Monitor outreach performance, identify operational bottlenecks, and implement process improvements that increase pipeline conversion and program participation.
  • Team Leadership & Staff Development
    • Lead, coach, and develop a high-performing outreach team, fostering a culture of accountability, collaboration, and continuous improvement.
    • Assign work, establish priorities, monitor progress, and ensure high-quality, timely execution across outreach activities.
    • Provide regular coaching, performance feedback, mentorship, and professional development opportunities for outreach staff.
    • Recruit, interview, onboard, and develop outreach staff as program needs evolve.
  • Market Intelligence & Continuous Improvement
    • Serve as the voice of the market by bringing stakeholder feedback, emerging opportunities, barriers to participation, and market insights to program leadership.
    • Analyze outreach performance, market trends, and participant feedback to identify opportunities to improve outreach strategies, messaging, and program participation.
    • Recommend and implement process improvements that strengthen outreach effectiveness, operational efficiency, and participant engagement.
  • Cross-Functional Collaboration
    • Partner with the Outreach Lead to align outreach priorities, monitor performance, and support successful execution of program objectives.
    • Coordinate outreach activities across Case Management, Marketing, Customer Service, Events, subcontractors, City agencies, consultants, and strategic partners to ensure consistent messaging, seamless participant experiences, and alignment with program priorities.
    • Facilitate regular cross-functional planning and coordination to ensure customer feedback, market intelligence, operational priorities, and program outcomes are incorporated into outreach planning and execution.
    • Ensure qualified opportunities transition efficiently from outreach into Case Management while maintaining strong communication across program teams.

Job Requirements / Qualifications
  • Bachelor's degree or equivalent experience preferred.
  • Seven (7) or more years of experience in outreach, market development, stakeholder engagement, strategic partnerships, business development, account management, community engagement, or a related field.
  • Experience leading high-performing outreach, customer engagement, account management, business development, or similar teams.
  • Demonstrated success building and maintaining relationships across diverse stakeholder groups.
  • Exceptional presentation, facilitation, and public speaking skills.
  • Experience representing an organization at conferences, meetings, webinars, and public events.
  • Strong project management, organizational, and execution skills with the ability to manage multiple priorities in a fast-paced environment.
  • Experience developing operational processes, performance metrics, dashboards, and CRM-based reporting.
  • Experience using Salesforce or similar CRM platforms.
  • Strong analytical skills with the ability to interpret performance data, identify trends, and drive continuous improvement.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to influence stakeholders through education, relationship building, and consultative engagement.
  • Experience working with commercial real estate, energy efficiency, sustainability, utilities, workforce development, economic development, or public-sector programs is preferred but not required.
