Full Job Description
The Nuclear Project Estimating Manager leads a team responsible for developing and maintaining project cost estimates, integrated financial models, and execution-phase cost tracking tools for the SMR-300 Pioneer 1 & 2 program. This role ensures strong alignment across engineering, procurement, construction, and project controls to support predictable, on-budget project delivery. The ideal candidate brings deep experience in EPC project environments, with the ability to translate technical scope and execution strategies into accurate financial forecasts and actionable business insights.

Location: Camden, NJ (Onsite)

Primary Responsibilities:
  • Lead and develop a team of estimators and financial analysts supporting SMR-300 project execution.
  • Standardize estimating, budgeting, forecasting, and cost tracking practices across projects.
  • Own development of capital cost estimates aligned with engineering design, procurement strategy, and construction execution plans.
  • Ensure estimates reflect constructability, modularization, installation sequencing, and site-specific conditions.
  • Convert estimates into baseline budgets with clear cost breakdown structures and codes of accounts.
  • Develop and maintain integrated project financial models in coordination with accounting (capitalization and financing support).
  • Lead applications for tax credits, incentives, and similar programs.
  • Implement and maintain cost control systems (budget, commitments, forecasts) tied back to approved estimates.
  • Partner with project controls to produce cost reports, earned value metrics, and performance indicators.
  • Evaluate cost/schedule impacts of scope, design, procurement, and construction changes; keep assumptions aligned across teams.
  • Support standardized cost structures and estimating approaches for domestic and international SMR deployments.
  • Capture lessons learned and improve cost predictability and repeatability for subsequent units.

Requirements:
  • Bachelor's degree in Engineering, Construction Management, Finance, or a related field.
  • 10+ years of applicable experience in the fields of engineering, project execution, and estimating.
  • Experience leading teams in project delivery or project controls environments.
  • Strong understanding of cost estimation methodologies, cost breakdown structures, and project controls systems.
  • Proficiency in Excel-based tools and familiarity with project controls and estimating software (e.g., Primavera, CostOS, or similar).
  • Strong analytical and problem-solving skills with attention to detail.
  • Ability to work cross-functionally and communicate effectively with technical and project teams.
  • Must be eligible to work under U.S. federal code 10 CFR 810.


Preferred Qualifications:
  • Professional certifications such as Certified Estimator (CE), Certified Cost Professional (CPP), Project Management Professional (PMP), or other related certifications are highly desirable
  • Experience in risk management, cost control, and project financial modeling
  • Experience with commercial power and clean energy projects, particularly in the nuclear field
  • Familiarity with international construction codes and standards


Compensation:
  • Annual compensation based on skills and experience ranging from $155,000 - $185,000
