Full Job Description
Job Description
The Completions Engineer is a systematic detail-oriented coordinator who ensures nothing falls through the cracks during the critical transition from construction and commissioning to licensed operations.

This role also provides critical support to the Commissioning Manager and Test Engineers in ensuring readiness for turnover milestones and managing punchlist items. As systems progress toward turnover from construction to commissioning and from commissioning to operations, you'll work closely with the commissioning team to track turnover prerequisites, coordinate punchlist resolution, and ensure that all documentation and evidence files are ready to support turnover decisions.

This role demands meticulous attention to detail in defining requirements and managing evidence files, a strong questioning attitude to probe whether evidence truly demonstrates readiness, and exceptional ability to influence across organizations and get things done through coordination, persistence, and relationship-building rather than formal authority.

This role will be the operational readiness "system integrator"-the person working toward a comprehensive view of readiness status across all functional areas, tracking progress, asking the hard questions when evidence looks incomplete, and driving closure on the countless details that collectively demonstrate the facility is ready for NRC authorization and safe operations.

This role offers the rare opportunity to build the completions tracking program for a first-of-a-kind nuclear facility while defining the completions methodology that will be used for all future TRISO-X facilities- the work will establishes the standards for readiness verification across the next generation of advanced fuel manufacturing.

Job Profile Tasks/Responsibilities:

Level III:
  • Requirements Definition & Evidence Framework
  • Help translate readiness criteria into specific, verifiable requirements for assigned systems-supporting the breakdown of broader readiness concepts into concrete, measurable completion items with clear acceptance criteria
  • Support definition of the objective evidence required to demonstrate assigned requirements are satisfied-helping identify the documentation, demonstrations, inspections, or test results needed to prove readiness
  • Work with Commissioning Test Engineers to support identification of system-specific readiness requirements including equipment status verification, testing completion, punchlist resolution, documentation adequacy, and personnel qualification
  • Support the Commissioning Manager and senior completions engineers in tracking turnover prerequisites for assigned systems-helping document the requirements and evidence needed for construction-to-commissioning turnover and commissioning-to-operations turnover
  • Coordinate with Readiness Leads for assigned functional areas (Operations, Maintenance, QA, Nuclear Safety, Engineering, etc.) to support tracking of functional-area requirements and evidence standards
  • Apply a developing questioning attitude during requirements definition-help flag vague requirements and support efforts to ensure acceptance criteria are objective and verifiable
  • Evidence Gathering & Tracking
  • Support department managers in assembling evidence files that document readiness through inspection reports, test results, training records, procedure approvals, calibration certificates, and other objective documentation
  • Support Commissioning Test Engineers on punchlist tracking for assigned systems-help track commissioning punchlist items, coordinate resolution across organizations, and document punchlist closure in evidence files supporting turnover
  • Help maintain the completions database for assigned scope-supporting the tracking system that captures requirements, current status, assigned responsible party, due date, dependencies, and links to supporting evidence
  • Track assigned open readiness actions with strong attention to detail, helping ensure items are not overlooked, forgotten, or allowed to slip past their due date
  • Support monitoring of turnover milestone readiness for assigned systems-helping compile visibility into which systems are ready for turnover, what prerequisites remain open, and what punchlist items must be resolved
  • Help identify completions roadblocks and dependencies for assigned scope and flag issues that may require management attention
  • Coordinate across organizational boundaries to help obtain evidence and support closure-working with engineers, operators, maintenance personnel, QA inspectors, trainers, and managers who don't report to you but whose cooperation is needed
  • Quality & Verification
  • Review evidence files to help verify that submitted documentation supports what it claims to demonstrate-flag gaps and raise questions when evidence appears incomplete
  • Maintain strong attention to detail in evidence management-help ensure documents are properly indexed, links are traceable, signatures are present, and revisions are current
  • Support the commissioning team with turnover documentation for assigned systems-help verify that turnover packages include required evidence and that punchlist status is accurately documented
  • Support internal readiness assessments conducted by Readiness Leads by providing completions data and status information for assigned functional areas
  • Help prepare status updates for management and Operational Readiness Reviews, summarizing completions data into clear updates on readiness status for assigned scope
  • Coordination & Influence
  • Build working relationships across the organization-support colleagues in meeting their readiness obligations in a collaborative, solutions-oriented manner
  • Support efforts to drive completion of actions owned by other organizations through clear communication, follow-up, and relationship-building
  • Participate in coordination meetings with stakeholders to help resolve cross-functional issues and support progress toward readiness milestones
  • Support the Commissioning Manager and Joint Test Group by providing punchlist tracking and evidence file status updates for assigned systems
  • Communicate progress, issues, and questions clearly to both technical and non-technical audiences including engineers, operators, and managers

Level IV:
  • Requirements Definition & Evidence Framework
  • Translate readiness criteria into specific, verifiable requirements for assigned systems and functional areas-breaking down broader readiness concepts into concrete, measurable completion items with clear acceptance criteria
  • Help define what objective evidence is required to demonstrate each requirement is satisfied-supporting identification of the documentation, demonstrations, inspections, or test results needed to prove readiness with sufficient rigor to satisfy regulatory scrutiny
  • Work with Commissioning Test Engineers to identify system-specific readiness requirements including equipment status verification, testing completion, punchlist resolution, documentation adequacy, and personnel qualification
  • Support the Commissioning Manager in developing turnover prerequisites for assigned systems-helping establish the specific requirements and evidence needed for construction-to-commissioning turnover and commissioning-to-operations turnover
  • Work with Readiness Leads across assigned functional areas (Operations, Maintenance, QA, Nuclear Safety, Engineering, etc.) to support functional-area requirements and evidence standards
  • Apply a questioning attitude throughout requirements definition-help identify vague requirements, probe for specificity, and support development of objective and verifiable acceptance criteria
  • Evidence Gathering & Tracking
  • Support department managers in building comprehensive evidence files that document readiness through inspection reports, test results, training records, procedure approvals, calibration certificates, and other objective documentation
  • Coordinate with Commissioning Test Engineers on punchlist management for assigned systems-track commissioning punchlist items, support resolution across organizations, and ensure punchlist closure is properly documented in evidence files supporting turnover

  • Identify completions roadblocks and dependencies for assigned scope, escalate issues that require management attention, and support cross-organizational problem-solving to drive resolution
  • Work across organizational boundaries to obtain evidence and drive closure-partnering with engineers, operators, maintenance personnel, QA inspectors, trainers, and managers who don't report to you but whose cooperation is essential
  • Quality & Verification
  • Review evidence files with a questioning attitude to help verify that submitted documentation demonstrates what it claims to demonstrate-probe for gaps, raise questions about assumptions, and flag inadequate evidence for completion rather than accepting it at face value
  • Maintain strong attention to detail in evidence management-help ensure documents are properly indexed, links are traceable, signatures are present, revisions are current, and evidence can be retrieved when needed
  • Coordinate with commissioning team on turnover documentation for assigned systems-help verify that turnover packages include required evidence, test reports are complete, punchlist status is accurately documented, and acceptance criteria are satisfied
