Full Job Description
Summary: The DSCA Duty Desk Officer serves as the primary focal point for NGB J-347 Domestic Operations disaster response, humanitarian assistance, and law enforcement support operations. This role ensures timely coordination, information flow, and resource tracking when Department of Defense (DoD) resources are requested by civil authorities during emergencies like natural disasters or national special security events. The location of the work is in Arlington, VA.

Job Description:
  • Responsible for monitoring operations, identifying discrepancies in mission areas, and providing decision-making support to leadership
  • Monitor incoming civilian and military requests for assistance (RFAs) and track the status of approved DoD domestic support operations
  • Maintain the duty log and brief leadership on emerging domestic crises, weather threats, and civil-military coordination activities
  • Facilitate communication between Joint Staff, Combatant Commands (such as USNORTHCOM), and civil agencies like FEMA
  • Review operational plans and execution orders to ensure compliance with the Posse Comitatus Act and DoD domestic support policies
  • Process time-sensitive operational reports, situation reports (SITREPs), and execute immediate response authority tracking when required

Required Qualifications:
  • U.S. citizenship. Active (or the ability to obtain and maintain a) Top Secret security clearance
  • Bachelor's degree or 10 years' experience in a relevant field
  • Approximately 10 years of experience in a relevant field, such as cyber program analysis, operations, or emergency management; Experience working in a joint, interagency, or rapid-response environment (e.g., National Guard J3/4/7-I, Joint Field Offices); Background in analyzing strategic and operational documents
  • Strong ability to work independently, troubleshoot under pressure, and act as a liaison between the DoW, state, and local agencies; Proficiency with ETMS2 and Microsoft Office Suite; Comprehensive understanding of DSCA regulations, including DoD Directive 3025.18, and the six validation criteria (CARRLL: Cost, Appropriateness, Risk, Readiness, Legality, Lethality)
  • Knowledge of the Stafford Act and National Incident Management System (NIMS)
  • Completion of DSCA Phase I (online) and Phase II
  • Relevant industry certifications (e.g., CISSP, CISM, or CompTIA Security+ for cyber-focused roles)

Salary Range: $95,000 - $115,000
