Job Description As a Senior NEPA Planner, this professional will help shape the delivery of some of the Southeast's most impactful transportation infrastructure projects in Louisiana and major transportation improvements across Georgia. They will play a key role in advancing projects from planning through environmental approval, working alongside multidisciplinary teams to help communities improve mobility, connectivity, and economic growth.
This position will be either hybrid or remote and can potentially sit in Georgia, Tennessee, Louisiana or in the Carolinas.
Core Responsibilities - Perform environmental planning for state Department of Transportation (DOT) projects throughout the Southeast.
- Prepare NEPA documentation, including:
- Programmatic Categorical Exclusions (PCEs)
- Categorical Exclusions (CEs)
- Environmental Assessments (EAs)
- Findings of No Significant Impact (FONSIs)
- Environmental Impact Statements (EISs)
- Lead coordination within an interdisciplinary NEPA team consisting of:
- Historians
- Archaeologists
- Ecologists
- Air/Noise Analysts
- Develop project scopes, budgets, and schedules for transportation projects.
- Read and interpret transportation construction plans and specifications.
- Anticipate potential project risks and implement mitigation strategies.
- Prepare materials for public involvement meetings and draft responses to public comments.
- Understand and apply applicable Memoranda of Understanding (MOUs) to transportation projects.
- Conduct land use planning research to support NEPA documentation.
- Prepare and maintain:
- DOT TPro updates
- Primavera P6 schedule updates
- DOT progress reports
- Monthly coordination meeting minutes
- Support business development initiatives, including the preparation of technical and fee proposals for local, state, and federally funded projects.
- Coordinate with internal and external project stakeholders, including:
- Project and program managers
- Roadway, structural, and traffic engineers
- Regulatory agencies
- Local governments
- Other project team members and stakeholders
You'll thrive here if you have - Bachelor's or Master's degree in Planning, Environmental Sciences, or a closely related field.
- 8-15 years of professional experience, including planning-level analysis and National Environmental Policy Act (NEPA) documentation.
- Ability to travel up to 25% of the time, including overnight travel.
- Experience working with the Georgia Department of Transportation (GDOT) preferred, but not required.
- Demonstrated ability to produce high-quality work products.
- 5+ years of experience serving as a seller-doer for Departments of Transportation (DOTs).
- Knowledge and understanding of:
- National Environmental Policy Act (NEPA)
- State Environmental Policy Acts
- Georgia Environmental Policy Act (GEPA)
- Proficiency with:
- Adobe Acrobat
- Bluebeam Revu
- Microsoft Office Suite
- AutoCAD/Civil 3D
- Strong communication and interpersonal skills with the ability to effectively coordinate with Project Management teams.
- Valid driver's license required.
- Proficiency with ArcGIS Pro and ESRI Field Maps preferred.
- Ability to travel out of state on an occasional basis as needed.
- Ability to work effectively in a hybrid or remote work environment.
