Job Summary:R3 provides across-functional team to support avariety of logistical operational tasks for Naval Construction Group One (NCG 1), Port Hueneme, California, and Underwater Construction Team
Two, at Naval Base Ventura County in Port Hueneme, CA. Assist the units Functional Area Supervisor (FAS) in maintaining their Stock Item Tables (SIT), Active Requisition Table (ART), Transportation Account Code (TAC), Inventory Management of controlled material and equipment and provide Non-Construction Expeditionary Support Equipment (NON-CESE) Tool Control/Issue support to the different divisions within the N4 Department. Manage the Non-CESE Table of Allowance (TOA), Augment equipment support, for Underwater Construction Team Two, Construction Battalion Mobile Unit Three Zero Three, and Naval Construction Group One. Manage the Table of Allowance (TOA) of the NCFCCA,
including the operational readiness, disposition, and inventory control of approximately 2,400 pieces of Civil Engineering Support Equipment (CESE) and its associated collateral equipment as well as non-CESE TOA, of approximately 400,000-line items. Provide Defense Property Accountability System (DPAS) support and expertise on unit Table of Allowance (TOA) readiness and accountability as it pertains to the Readiness and Cost Reporting Program (RCRP). Advise the NCG 1 TOA Manager (N43) on all readiness issues related to TOA, supply readiness, and TOA accountability. Coordinate with the NCG 1 Readiness Manager and unit RCRP/DPAS Equipment managers to ensure accurate unit readiness reporting of unit TOA's and Consolidated SEAB. Assist NCG-1's medical team in providing training, oversight and support for all subordinate battalion medical departments.
Duties and Responsibilities:- Process daily receipts for incoming TOA materials and then store each piece using the Integrated Barcode System (IBS) handheld electronic scanner.
- Generate automated Receipt in Progress (RIP) and Stow reports of daily operations using the IBS system. Likely items to be handled include toolboxes or kits, handheld tools, automotive repairs
- parts, office supplies, and power tools less than 10 pounds.
- Maintain high inventory accountability by conducting monthly Location Audit Process (LAP) and physical inventory using IBS handheld electronic scanners over 250,000 line items of automotive repair parts (ARP) and approximately 400,000 line items of Table of Allowance (TOA) material, either prepare a purchase or disposition request and post results via R-Supply (Relational Supply), generate automated inventory reports associated with this process in IBS and R-Supply system database.
- Perform monthly historical causative research by utilizing automated reports generated through RSUPPLY and other available logistical sources to identify, analyze, and evaluate causes of inventory discrepancies.
- Create DD200 Survey Form when removal of Government owned property from accounting records are lost, damaged, destroyed, or declared obsolete. The contractor is responsible for electronically preparing a DD 200 Survey form(s) for further action. The contractor shall document necessary adjustments to stock records in the R-SUPPLY database.
- Support the maintenance of the construction mechanics tool allowance and conduct tool inventories in accordance with COMNECCINST 4400.1 Series. The contractor shall ensure all maintenance and inventory are conducted IAW directive. Should there be any variances, the COR shall be notified via email for correction.
- Maintain TOA inventories by ensuring all collateral equipment losses or short falls are properly ordered.
- Operate material handling equipment (MHE) to transport materiel e.g. 4 - 30K capacity forklifts, pallet jack, etc. Required Forklift License.
- Manage approximately 40,000 warehouse operations per year at a daily average of 160 per day; ten per hour. Inventory management and control of approximately 250,000-line items of ARP and 400,000 non-CESE TOA line items.
Qualifications:- Logistical experience procuring inventory, either for commercial industries or the government, issuing, receiving, and inventory management and storage of repair parts and consumables.
- Familiarization with Naval Tactical Command Support System (NTCSS); R-Supply.
- Process receipts and then store all incoming materials using the Integrated Barcode System (IBS) handheld electronic scanners.
- Use and understand verbal and written communication in order to accurately post, carry out and understand assignments, or convey/exchange routine information.
- Familiarization with preparing Survey form DD 200 in preparation when removal of government owned property from accounting records is lost, damaged, destroyed, or declared obsolete.
- Physically ability to inventory accountability of material by conducting monthly LAP inventories.
- Forklift licenses or the ability to obtain forklift license for 4 - 30K forklifts prior to utilizing forklifts.
