General Description Of Duties:

Under direction of the Department head, the Natural Resources Manager provides highly responsible managerial and administrative functions pertaining to City environmental issues, projects and initiatives, while providing accurate and timely advice, and counsel on environmental issues.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

• Annually sets goals and objectives for the Division.
• Prepares, presents and administers an operating and capital budget and directs the activities of two full-time employees.
• Actively pursues grants, partnerships and other funding opportunities to support environmental projects, conservation, and stewardship priorities.
• Represents the City at various community and/or business meetings; promotes existing and new programs and projects, including development of promotional materials; meets with individual citizens/civic groups in order to gain and share information. Responds to inquiries from a wide variety of entities concerning real, perceived, or potential environmental issues and concerns.
• Oversees water quality sampling programs for bays and upland stormwater, analyzes and compiles data, and provides professional assessments of water bodies.
• Monitors the condition of key environmental indicators such as sea grass beds, mangroves, aquatic life and oyster reefs.
• Administers agreements that support projects and programs.
• Represents the City in environmental, ecological, natural resources and energy issues at local, state, and federal level; participates in key meetings of commissions boards, groups and committees involved in management, science, and restoration of natural resources in Southwest Florida; represents the interests of the City of Naples; and advises City administrators, employees and the public on environmental issues.
• Processes a variety of permits related to environmental protection/restoration, dredging; processes, reviews, and prepares coastal construction variance petitions and dredge/fill permits that must be issued by City Council; inspects, and approves all coastal construction, dredge/fill activities, and marine construction permits; prepares various environmental permit applications for City projects, and oversees sea turtle protection standards for lighting along the coastline.
• Provides technical input on environmental impacts associated with marine construction, stormwater pond maintenance, and mosquito control.
• Works with engineering staff to review projects and provide input on environmental issues and methods for improving environmental protection.
• Reviews regional, State and Federal rules/legislation for impacts on City environmental programs and issues.
• Manages grants and/or contracts relevant to natural resource management, such as inlet management plans and marine engineering services; manages waterways special district projects/consultants.
• Coordinates beach restoration and maintenance efforts with the County, consulting engineers and other applicable entities.
• Provides oral presentations and information to various entities concerning City environmental programs, including service groups, schools, City and County administrators, advisory boards, and news media.
• Provides City response to formal Federal project review process.
• Interacts with the Coast Guard, Corps of Engineers, Marine Patrol, and City staff for City navigational aids permitting and/or compliance.
• Prepares/administers taxing district and natural resources budgets.
• Provides onsite interpretation/advisement to the public regarding environmental issues of concern, including mangrove protection, seawall development/restoration, pier development and management, and exotic plants removal.
• Maintains current knowledge of trends and changes in federal, state, and local regulatory standards regarding natural resource management.
• Handles unusual environmental problems, such as red tide, and handles nuisance wildlife complaints.
• Performs other related duties as required.

7. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

MINIMUM QUALIFICATIONS:

• Master's degree in Environmental Science or related field or Bachelor's degree and additional licensing
• Supplemented by minimum ten (10) years progressively responsible experience with an emphasis on marine/coastal natural resource management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
• Requires certification of First Responder Operations (OSHA/EPA) within 12-months of employment start date.
• Must possess and maintain a valid Florida driver license, class "E" and a driving record which meets or exceeds minimum City driving standards.

EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
