Overview

The Military Partnerships SME supports the integration of NATO defense planning and partnership frameworks to advance Partner Nation modernization, capability development, and interoperability. This position supports the implementation of Individually Tailored Partnership Programs (ITPPs), the Planning and Review Process (PARP), and related NATO partnership mechanisms by coordinating military input, analyzing defense planning developments, assessing Partner capability gaps, and supporting engagement across NATO organizations and Partner Nations.

Responsibilities Include, But Are Not Limited To:
  • Serve as a central coordination point for partnership-related activities involving command organizations, NATO headquarters, Partner Nations, and relevant International Organizations
  • Develop briefings, point papers, speaking notes, reports, decision-support products, and other staff products for senior officers, decision-makers, working groups, and external engagements
  • Support the development, review, refinement, and implementation of policies, directives, concepts, processes, and procedures related to NATO military partnerships
  • Identify, coordinate, and track activities, exercises, experiments, training, education, and engagement opportunities available to Partner Nations
  • Support information and knowledge management, lessons identified, document traceability, quality assurance, and corporate memory for partnership activities
  • Support Key Leader Engagements through development of background papers, engagement strategies, read-ahead materials, talking points, engagement reports, and follow-up actions
  • Serve as lead staff support for military integration of Individually Tailored Partnership Programs and Planning and Review Process-related activities within the command, coordinating with NATO Headquarters, Allied Command Operations/Supreme Headquarters Allied Powers Europe (ACO/SHAPE), Partner Nations, and relevant stakeholders
  • Support all stages of the ITPP process through military input, subject matter expertise, staff coordination, supporting documentation, assessment materials, and preparation for bilateral and multilateral engagements
  • Analyze, report, plan, and advise on warfare development activities and transformation opportunities supporting or connected to Partner ITPPs, PARP, Defense Capacity Building, Partnership Goals, and related partnership mechanisms
  • Analyze NATO policy, defense planning guidance, military-strategic activities, and NATO Defense Planning Process (NDPP) developments to support a coherent, multi-cycle ITPP approach to Partner modernization and medium-term transformation
  • Identify Partner capability and interoperability gaps relevant to NATO defense planning and contribute to command input for NATO Headquarters assessments, progress reviews, and related partnership framework products
  • Facilitate coordination and information-sharing among the command, NATO Headquarters, ACO/SHAPE, and other stakeholders regarding Partner capability development, defense planning, standards harmonization, and implementation progress
  • Maintain awareness of NATO defense planning policies, NDPP developments, partnership framework updates, and relevant political-military guidance to ensure command contributions to ITPP, PARP, and related processes remain current, coherent, and strategically aligned
  • Conduct geopolitical, regional, and strategic analysis of Partner Nations and partnership frameworks within an assigned country portfolio to support command planning, engagement, and senior leader decision-making


Requirements

Qualifications
  • Minimum 9 years of experience in foreign or international security, international cooperation, defense, or military affairs
  • Minimum 9 years of experience working within one or more of the following environments:
    • NATO Enterprise ( preferred )
    • Another International Organization in a defense- or security-related position
    • A national mission, delegation, or embassy to an International Organization in a defense- or security-related position
  • Minimum 9 years of working knowledge in one or more of the following areas:
    • NATO Partnerships
    • Security sector reform or defense and security capacity building
    • Defense planning
    • Military capability development or military applications of Operations Research
  • Demonstrated experience drafting materials for and/or briefing senior leaders and decision-makers, including Flag or General Officers or civilian equivalents
  • Proficiency with Microsoft Office Suite and collaborative software
  • Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333
  • Valid passport from a NATO member nation with no travel restrictions to NATO nations

Education
  • Master's degree or higher in International Relations, International Security, International Development, Military Studies ( including Military Technology or Operations Research ), Foreign Policy, Public Affairs, Political Science, or a related discipline
  • Attendance at a NATO or national military staff/war college at the OF-3 level or higher

Clearance
  • Must possess and maintain an active NATO SECRET or National SECRET (or higher) security clearance
