Overview

Nakupuna Solutions seeks a National Health Data Systems Advisor to support U.S. Department of State global health policy and foreign affairs objectives. This position will help strengthen partner-country national health data systems by enhancing transparency, interoperability, and accountability in disease trend reporting and program outcomes. The advisor will support the modernization and integration of digital health platforms, enabling secure, timely, and accurate data exchange across relevant ministries, laboratories, and global partners, particularly ensuring sustainability and local ownership and management of relevant systems. The advisor will also provide technical assistance to improve data governance, quality assurance, and performance monitoring in alignment with U.S. strategic health security priorities and the American First Global Health Strategy.

Responsibilities

  • Provide expertise in digital health assessments, demonstrating knowledge and experience with global best practices and U.S. Government strategic guidance.
  • Assist country teams and partner governments with digital health planning, enterprise architecture, digital strategy, use of global goods, and data systems transition, including validation of documentation and development and execution of transition plans.
  • Advise on the modernization and integration of digital health platforms, systems, and national health data architecture to support secure and efficient data capture, retention, and exchange, including global goods and the use and governance of standards such as ICD-10 and 11, LOINC, FHIR, HL7, etc.
  • Provide technical assistance and training to ministries of health, laboratories, and other stakeholders on data governance, privacy and security.
  • Develop and implement strategies to align national data systems with U.S. strategic health security priorities and the America First Global Health Strategy.
  • Facilitate coordination among partner-country agencies, global partners, and donors to ensure harmonized approaches to data system strengthening, digital strategy, and national health architectures.
  • Advise on digital health innovation opportunities, identifying promising technologies potentially appropriate for use in partner countries.
  • Monitor and report on progress, challenges, and outcomes related to data system improvements.


Deliverables:
  • Assessment reports on current partner-country digital health strategies, architectures, and health data systems, including recommendations for improvement, streamlining, and security
  • Implementation plans for improvement and transition of digital health platforms using software project management principles, including developing, guiding, and tracking development deadlines
  • Progress reports documenting systems and program transitions in target countries, including technology modernization, interoperability, and accountability
  • Training materials and capacity-building sessions delivered to partner-country stakeholders
  • Technical guidance documents on data governance, data quality, and performance monitoring
  • Regular progress reports and final summary report documenting achievements, challenges, and lessons learned


Qualifications

Skills/Qualifications:
  • Demonstrated competency in a range of health information systems and platforms, including DHIS2, OpenMRS, CTC2, CommCare, OpenSRP, RapidPro, mHero, or other commonly used client-level and aggregate-level software solutions, including those used for animal health surveillance. Expertise in enterprise architecture and systems thinking, including frameworks such as OpenHIE.
  • Expertise in data governance, quality assurance, and performance monitoring, including data privacy laws such as POPI Act and GDPR and quality measures and standards such as Lean Six Sigma or PDSA cycle.
  • Strong understanding of syntactic and semantic interoperability standards (e.g., HL7, FHIR, SNOMED, LOINC, ICD 10 and 11), including experience with execution of interoperability frameworks such as OpenHIE and implementation of interoperability layers.
  • Experience with data security and privacy best practices and understanding of security standards including ISO 27001, FISMA, HITRUST.
  • Excellent communication and capacity-building skills, including capacity assessment, change management, and digital health maturity models.
  • Ability to work collaboratively with diverse stakeholders, including government officials, technical partners, and donors.

  • Master's degree in Public Health, Health Informatics, Information Systems, or a related field
  • Minimum 7 years of experience in health data systems, digital health platform integration, or public health informatics, including experience working with partner-country governments or international organizations


Work Schedule and Location: Position is full-time, 40 hours per week (Monday-Friday) in Washington, DC

Travel: Occasional domestic and international travel required, including travel to meetings, conferences, and multilateral engagements (25% international travel).

Clearance Requirements: Must possess a Secret-level security clearance. Must be a U.S. citizen.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $142,000 to $183,500 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
