MUOS Level 1 Testbed IPT Lead (Level L)

Boeing Defense, Space & Security (BDS) is seeking a Level 1 Testbed IPT Lead (Level L) based in El Segundo, CA.

As the Level 1 Testbed IPT Lead for the Mobile User Objective System (MUOS) - Service Life Extension (SLE) program, this person will be responsible for the design, development, verification and selloff of two different testbeds. One testbed is hardware-based and includes a series of single-string engineering models with the supporting equipment to provide an accurate emulation of space vehicle functionality and its ground interfaces. The second testbed is a high-fidelity digital simulation of the satellite used for training, flight procedure development, and mission rehearsals.

In support of this, the Level 1 Testbed IPT Lead will be responsible for:
  • Plans, integrates and leads profit and loss for the testbed scope
  • Coordinates with the Government and their partners on the integrated system plans, policies and procedures and actively participates in the development to solutions to technical strategies, goals and objectives
  • Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports
  • Provides oversight and approval of technical approaches, products and processes
  • Manages resources that execute program activities, provides technical management of suppliers and leads process improvements
  • Understands design constraints (technical, cost & schedule) sufficiently to validate/guide risk mitigation plans, opportunity realization plans, and issue resolution plans


This position is 100% onsite. The selected candidate will be required to work onsite in El Segundo, CA.

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. A final DoD Secret Clearance Post-Start is required.

Basic Qualifications (Required Skills/Experience):
  • Bachelor's degree or higher or equivalent work experience
  • 8+ years of experience leading through influence and partnering with cross-functional teams on projects, transactions, or initiatives
  • 5+ years of experience in program management of technical programs for aerospace or other engineering business areas
  • 1+ years of experience in a management role working with both direct reports and business unit leaders
  • 3+ years of experience with RIO (Risks, Issues and Opportunities) processes and tools
  • 3+ years of experience with Earned Value Management (EVM)


Preferred Qualifications (Desired Skills/Experience):
  • Experience with the formal design, verification and sell-off processes
  • Experience leading a team through hardware manufacturing, integration, test and delivery
  • Experience leading a team designing, manufacturing and using Special Test Equipment (STE)
  • Active U.S. DoD Secret (or higher) Clearance
