Full Job Description
The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Program Analyst for Multi Domain & Joint Effects Integration to provide onsite support out of Norfolk, VA.

Responsibilities

The candidate will support the development and delivery of Multi-Domain & Joint Effects (MDJE) capability products in accordance with NATO's governance model for common-funded capabilities. Working across the Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) lines of development, the candidate will support a through-life-cycle approach to capability development under the guidance of the ACT Joint Effects (JE) Capabilities Program Director/Section Head and JE Integrator/Architect. Support program management activities and engagement with MDJE stakeholders at all levels, from Tactical to Strategic, while providing methodological and analytical expertise to advance a holistic approach to MDJE capability development, particularly in the areas of Non-Kinetic/Non-Lethal Fires and Effects Integration. Support MDJE-related initiatives, including the Non-Kinetic & Kinetic Fires Integration (NKKFI) Line of Effort and associated Beacon Projects. Responsibilities include supporting the elicitation, capture, development, analysis, evaluation, and traceability of higher- and lower-level requirements, including capability targets, operational requirements, system specifications, and interoperability requirements across DOTMLPFI. Contribute to the development, analysis, and review of MDJE-related policies, doctrines, directives, concepts of operation and employment, courses of action, and alternatives. Additional responsibilities include coordinating DOTMLPFI development and implementation, recommending courses of action to address capability development issues throughout the capability lifecycle, and maintaining program status information within ACT's electronic warfare development information-sharing and coordination environment. Collaborate with NATO Agencies and national and international military and civilian organizations, including Centers of Excellence and academia, to support MDJE capability development and validation. Organize and participate in workshops, seminars, conferences, and meetings; identify lessons and best practices; and contribute to organizational learning and continuous improvement. Provide ongoing support to the ACT JE Capabilities Programme Director, Project Coordinators, and JE Integrator/Architect, and may be required to travel to meetings and conferences within and outside NATO boundaries for up to 40 days per year.

Qualifications

Required:
  • Master's degree in Engineering, Information Systems, Aeronautics, Operations Research, Project Management, Business Administration, or a related discipline; a Bachelor's degree and 5+ years of relevant professional experience may be substituted.
  • 3+ years of experience within the last 10 years briefing senior leaders and/or decision-makers.
  • 5+ years of operational experience within the last 12 years in the integration and synchronization of effects, particularly Non-Kinetic/Non-Lethal effects, at the Joint or Strategic-level staff.
  • Experience with military effects Planning, Command and Control, and Integration, such as J3 or J5 experience within a NATO or National Headquarters, either as a military officer or civilian.
  • 2+ years of Program/Project Management experience within the last 10 years in a complex and dynamic environment, with a focus on military capability development.
  • 2+ years of experience within the last 10 years working within a multinational organization, such as the European Defence Agency, or within the NATO Command Structure (NCS) or NATO Force Structure (NFS).
  • Demonstrated familiarity with the role of NATO Agencies in system development.
  • Active National or NATO Secret clearance.
  • Valid Active Passport from a NATO Member Nation.
  • Able to work fully on-site in Norfolk, VA based on the clients needs.
