Brief Job Description:
This position provides oversight and is responsible for managing and leading the Mitigation and Recovery program activities and staff to support various critical recovery efforts for the Texas Health and Human Services Commission.
This position performs highly advanced (senior-level) managerial program work, administering the daily operations and activities of the agency's mitigation and recovery program. Work involves establishing strategic plans, goals, and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; administering, coordinating, and evaluating mitigation and recovery grants, functions, programs, or activities.
The position acts as liaison to the Governors' Office, Texas Division of Emergency Management, Federal Emergency Management Agency, DSHS, local emergency management offices, and a variety of emergency partners across the country while providing vital Mitigation and Recovery expertise, Federal Repatriation coordination, and trainings to internal staff at all levels in order to create and maintain a resilient agency.
Supervises the work of others.
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Attends work on a regular and predictable schedule according to agency leave policy and performs other related duties as assigned.
Essential Job Functions (EJFs):
Manages day-to-day activities of staff within the Mitigation and Recovery section including but not limited to the oversight of disaster resources to complete missions and achieve goals within assigned deadlines; staff management (i.e. effectiveness and efficiency of staffing levels); program administration and coordination, communication with leadership, agency-level representation; and plans, develops, approves schedules, priorities, and standards for achieving program-related goals defined by federal, state, and internal guidance; reviews and approves documents/reports.30%
Identifies breakdowns in processes and areas in order to develop and implement techniques for evaluating and leading successful program activities within the Mitigation and Recovery section following agency's guiding principles of continuous improvement, leadership, post-disaster after-action reports and lessons learned.20%
Develops and establishes program-related goals, objectives, management and productivity reports in alignment with FEMA, TDEM, and internal guidance to ensure proper workflow and appropriate performance levels.10%
Serves as lead on the development, review, and administration of all audit responses for federal awards involving Individual Assistance and Recovery; and ensures that federal financial requirements are met within the grants management principles and timelines.10%
Develops program-related policies, procedures, and guidelines following but not limited to the implementation of updated Individual/Disaster Assistance rules/regulations/processes/guidance resulting from FEMA and/or legislative changes; implements and monitors compliance for all programs under Mitigation and Recovery.10%
Represents the agency in communication with partnering agencies (i.e. TDEM, FEMA), hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.10%
Reviews and evaluates results of special investigations, internal audits, budgets (requests and expenditures), research studies, forecasts, and modeling exercises to provide input and guidance when applicable.5%
Develops or assists with developing long-range and short-term plans for the Mitigation and Recovery section.5%
Knowledge, Skills and Abilities (KSAs):
Knowledge of: local, state, and federal laws and regulations relevant to disaster grant management, emergency management program activities and/or business functions; and the principles and practices of public administration and management.
Skill in: establishing plans and setting objectives and goals that support an overall business strategy; using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer and applicable software.
Ability to: administer and manage program activities and/or business functions; to establish goals and objectives that support strategic operations; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.
Registrations, Licensure Requirements or Certifications:
Emergency management training certifications not required but preferred.
Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
Initial Screening Criteria:
Experience in the management of a program relevant to disaster grant management and/or the oversight and administration of Federal awards.
