The work of this classification is to uphold and promote supplier diversity for a Procurement Center of Excellence within Baltimore County Public Schools (BCPS). Responsibilities include interpretation of regulation, policy and procedure related to the implementation of the supplier diversity program at BCPS. Evaluate and monitor contract performance, specifically as related to Minority Business Enterprise (MBE) and Small Business Enterprise (SBE) goals. Evaluate the effectiveness of the MBE/SBE program at BCPS and identify ways to uphold and support the program. Develop and implement community outreach activities and MBE/SBE program events. Performs other duties as assigned.
EXAMPLES OF DUTIES:
Identifies proposed legislation, which is anticipated to impact regulation, including developing recommendations for implementation of any changes.
Interprets policy to assist with the development of procedures for MBE/SBE compliance monitoring.
Evaluates and monitors contract compliance regarding MBE/SBE compliance.Responsible for maintenance of files and records supporting MBE/SBE compliance.
Maintains all MBE/SBE forms and templates.
Ensures collaboration and develops rapport with employees and stakeholders.Attends pre-bid and contract kick-off meetings as requested by the Purchasing Agents.
Analyzes specifications to establish MBE/SBE goals. Coordinates the actions of the Procurement Review Group to establish consensus for the goals.
Evaluates solicitation responses to determine MBE/SBE compliance.
Reviews construction invoices to monitor MBE/SBE compliance to include the confirmation receipt of payment by the named MBE/SBE subcontractor and supplier.
Conducts and oversees mediation and resolution of MBE/SBE non-compliance issues. Conducts preliminary investigations or hold informal preliminary hearings as needed.
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
Four years of experience in the compliance monitoring of a Minority Business Enterprise program.

Knowledge, Skills, and Abilities:
Knowledge of supplier diversity programs.
Knowledge of regulations, policies, and procedures of the State of Maryland MBE program.
Knowledge of operational forms and templates to assist in monitoring MBE/SBE compliance.
Knowledge of negotiating skills to mediate and resolve non-compliance issues. Excellent reasoning and problem-solving skills.
Knowledge of process improvement concepts and implementation.
Knowledge of benchmarking techniques.
Knowledge of Outreach methods to encourage supplier diversity.
Knowledge of compliance monitoring software.
Knowledge of spelling, grammar, and arithmetic.
Knowledge of computer systems. Skill in maintaining databases and spreadsheets.
Ability to manage confidential information effectively. Ability to follow rules and regulations.
Ability to establish and maintain effective working relationships.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Occasional single-day travel to locations throughout metropolitan Baltimore Washington area.

This class specification defines the types of duties and level of difficulty of work required of positions in this title. It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.
RETIREMENT: Eligible for the Maryland State Retirement System.
GRADE:
Grade 05 - 12 Month OPE Pay Scale
