Services & Support Operations Division

The Services and Support Operations (SSO) is a global leader of integrated MRO services and support. Position Summary:
  • Responsible for the leadership and supervision of a contracts team. Leads and manages a team to develop, negotiate, and administer a variety of complex, strategic and/or high value contracting opportunities critical to long-term Military business success. Leads teams responsible for overseeing a set of complex government contracts related to assigned customers, market segments, product lines/programs, systems contracts, or key strategic contracts to ensure consistent approaches and alignment.
  • Supports the division and/or site contract management function by aligning and implementing effective goals, policies, and procedures, and by ensuring contractual and regulatory compliance.
  • Serves as a subject matter expert and internal consultant on overall contracting processes, regulatory requirements, negotiation techniques, and evaluation of risk. Provides oversight for assigned programs, conducts contract risk management reviews and recommendations to efficiently and cost effectively mitigate potential risks. Manages the change control process with the Program/Project Manager.
  • Takes a leading role in the development, analysis, approval and presentation of Customer-facing bids and proposals. Responsible for ensuring all bids are commercially optimized, communicated to all stakeholders and compliant with Parker policies and applicable federal regulations and contract clauses, including FAR/DFARS and agency/customer-specific requirements.
  • Acts as a mentor and provides training to the Contract Management function and other functional teams, as needed.
  • May have responsibilities for Order Management. Other responsibilities as assigned.
Scope/Supervision and Interaction:

  • Manages a small to mid-size team of contract administrators and directly reports to the Military Proposals and Contracts Leader.
  • Serves as a focal point to key internal and external stakeholders for the assigned contracts. Has regular interaction with business team leaders and division leaders and with external stakeholders.
Essential Functions:
  • Manages and is accountable for the performance of assigned contracts and programs. Leads negotiations and ensures coordination within and across internal teams. May lead multi-divisional contract negotiations.
  • Applies thorough knowledge of products and services and understanding of division goals and strategies in developing contracts and proposals. Supports the Division and/or site by implementing and following through on with strategic objectives and tactical goals.
  • Leads and guides the team in performing analysis, interpretation, investigation, and research of critical contractual information and data. Provides guidance on contract interpretations and in developing recommendations and negotiation alternatives.
  • Evaluates the company's contractual risk in terms of cost exposure (e.g. compensation of damages/costs associated with performance) on assigned contracts. Works with the team to mitigate risk during contract performance. Manages the contractual change control process in accordance with program management change control procedures.
  • Oversees and approves task planning on assigned contracts. Approves resource requirements and effort estimates. Applies understanding of program financial reporting methods. Ensures an effective process to advise other teams of contractual flowdown requirements.
  • Establishes direction for functional team and direct reports. Serves as a functional expert. Develops and mentors less experienced employees. Champions professional certification and career development for the SSO contracts administration/management community.
  • May provide leadership to others in department or to ad-hoc teams. Coordinates training and business meetings to facilitate the exchange of information on contract reviews. Develops and implements programs to increase cross-functional knowledge and awareness of contracting requirements and policies as needed.
  • May execute the duties associated with Export Compliance, including division-wide Export Compliance Program. May act as Division's Export Administrator.
  • Investigates and resolves compliance problems and responds to questions from internal or customer sources and government regulatory agencies.
  • Maintains and coordinates contacts with domestic and foreign civilian and military representatives, as well as customers and government agency officials. Analyzes problem/opportunity areas, structures data-gathering and evaluation of internal processes, and coordinates responses.
  • Acts as consultant to management on major contractual matters by performing analysis, interpretation of data, and incorporation of decision making. May serve as a spokesperson for the organization on significant matters relating to policies or programs.
  • Maintains current professional and technical knowledge by participating in professional associations, such as the National Contract Management Association (NCMA).

  • Qualifications:
    • Bachelor's degree (BA) in Business Administration or a related discipline. Contracts management certification required; Advanced certification preferred (e.g., National Contract Management Association (NCMA).
    • Demonstrated ability to perform the essential functions of the job typically acquired through 10+ years of contract related experience of increasing responsibility. Has experience developing TINA-compliant proposals, including required representations/certifications and cost/price support.
    • Preferably at least five years' experience in the aerospace industry supporting U.S. Government/DoD prime contracts. Knowledge of the aerospace industry market, standards, requirements and practices. Familiarity with working with contracts in this segment, in particular product support agreements.
    • Understands and has demonstrated proficiency as a subject matter expert in the Contract Management lifecycle. Ability to review RFPs and terms/conditions and negotiate effectively on comprehensive proposals with major business impact.
    • Proficient in drafting and reviewing contracts and other formal documents. Working knowledge of FAR/DFARS and common DoD contract clauses and flow-down requirements. Ability to manage contracts in distributed sites or across multiple divisions.
    • Understanding of the financial considerations and linkage between business and immediate contract area. Demonstrated knowledge of financial aspects of business and program management Ability to review and contribute to the development of pricing and complex long term business cases.
    • Ability to solve a wide range of unique problems of considerable scope and complexity that may require new approaches or significant exceptions or modification of standard procedures.
    • Ability to advise on advanced contract administration principles, industry practices, regulations, and policies. Knowledge of complex legal and regulatory requirements related to contract administration and government procurement that may include international compliance.

    • Pay Range: $106490 to $177635 annually
