Job Overview
Our client is staffing Task Force Raptor, a systems development and IT modernization effort in direct support of the White House Communications Agency (WHCA). WHCA is the joint-service Department of Defense organization, aligned under the White House Military Office, that delivers secure voice, video, data, and audiovisual communications for the President, the Vice President, the White House staff, the United States Secret Service, and Presidential emissaries - at the White House, at Camp David, and anywhere in the world the mission travels. The systems this team builds are used to run that mission.

The Automated Workflows workstream takes the manual, paper-and-email processes the agency depends on and turns them into governed, auditable, automated workflows - equipment accountability, personnel and access actions, mission tasking, service requests, change and approval chains, and readiness reporting. Processes that run today on spreadsheets, email threads, and institutional memory become process flows, business rules, routing and approval logic, notifications, escalations, and system integrations that are fast, consistent, and traceable.

As a Developer on the Automated Workflows team, you build the automation that replaces manual work - process flows, business rules, approval and routing logic, notifications, escalations, scripts, APIs, system interfaces, and automated task orchestration. You will work alongside senior developers and the Development Lead, taking on real features from sprint one.

Work is performed onsite in the Arlington, Virginia area, Monday through Friday during core business hours, in accredited Government spaces alongside the Government Product Owner and WHCA technical staff. The team delivers in sprints against a prioritized backlog, with real users a short walk away and short feedback loops. This is a funded position on a ten-year IDIQ vehicle running through 2030 and expected to extend beyond it - the roadmap is long, the funding is in place, and the mission does not go away with an administration.

This position requires a Yankee White clearance (Presidential Support Duty). Candidates must be U.S. citizens who currently hold an active Top Secret clearance with SCI eligibility and who are able to obtain and maintain Yankee White.

Responsibilities and Duties

This role provides onsite support in the Arlington, Virginia area, Monday through Friday during core business hours. Duties will include:
  • Design, develop, integrate, test, implement, and maintain automated workflow and business process solutions within complex enterprise environments.
  • Develop software components and automation solutions that reduce manual processes, improve operational efficiency, integrate enterprise applications and systems, and support consistent execution of business and technical workflows.
  • Develop and configure workflow automation solutions, including process flows, business rules, approval workflows, notifications, escalations, scripts, APIs, system interfaces, and automated task orchestration.
  • Analyze functional and technical requirements and develop scalable, maintainable solutions.
  • Perform unit and integration testing, including positive, negative, and exception-path testing of routing, approvals, and escalations.
  • Troubleshoot workflow and integration issues, including routing failures, permission and role problems, and integrations that break when an upstream system changes.
  • Participate in technical design and code reviews and support development standards and best practices.
  • Build automated processes so that every action is logged, attributable, and reportable - auditability is a functional requirement on this program.
  • Support deployment, release, and production operations, including cutover and post-deployment validation.
  • Work with Development Leads, solution architects, business analysts, system administrators, cloud and infrastructure engineers, cybersecurity personnel, testers, and other technical stakeholders to ensure automated solutions meet functional, security, performance, availability, and enterprise architecture requirements.
  • Support workflow analysis, process optimization, technical design, implementation, monitoring, and continuous improvement of automated processes across heterogeneous enterprise environments and platforms, including technologies such as Microsoft, AWS, VMware, and Oracle.
  • Document what you build - workflow design, business rules, role and permission models, and operational runbooks.

Required Skills and Experience
  • U.S. citizenship is required. Candidate must be eligible for a Yankee White clearance (Presidential Support Duty) in accordance with DoD Directive 5210.55 and DoD Instruction 5210.87, including a favorably adjudicated Tier 5 investigation.
  • Candidate must currently hold an active Top Secret clearance with SCI eligibility and must be able to obtain and maintain Yankee White.
  • Ability to work onsite in the Arlington, Virginia area, Monday through Friday during core business hours.
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Engineering, or a related field, or an equivalent combination of education and directly relevant experience.
  • Minimum of 5 years of relevant experience in software development, workflow automation, business process automation, systems integration, or enterprise application development.
  • Demonstrated experience designing, developing, testing, and implementing automated workflows, business rules, APIs, system integrations, scripting, notifications, and workflow orchestration within complex enterprise environments.
  • Hands-on development or configuration experience with at least one enterprise workflow automation platform, such as ServiceNow, Microsoft Power Platform / Power Automate, Appian, Pega, Nintex, or Camunda.
  • Hands-on development experience with several of the following:
    • REST and SOAP API development and consumption
    • Business rules, decision logic, and approval routing configuration
    • Scripting (JavaScript, PowerShell, Python) and server-side customization
    • Role-based access control and workflow permission models
    • SQL development against SQL Server, Oracle, PostgreSQL, or MySQL
    • Git-based version control and CI/CD pipelines
  • Experience delivering in an Agile/Scrum environment against a sprint backlog.
  • Ability to write clear technical documentation for the solutions you build.
  • Professional interpersonal and written communication skills, and the judgment to operate discreetly in a sensitive, high-visibility environment.

Desired Skills and Experience
  • ServiceNow certifications such as Certified System Administrator (CSA), Certified Application Developer (CAD), or a Certified Implementation Specialist (CIS) track.
  • Microsoft Power Platform certifications, or Appian, Pega, or Camunda certification.
  • Experience in Microsoft Azure Government, AWS GovCloud, or other DoD-accredited cloud environments.
  • Experience automating asset and equipment accountability, personnel and access actions, service request management, or change and approval processes.
  • Experience with robotic process automation (RPA) tooling.
  • Experience with DevSecOps practices, static and dynamic code analysis, and secure coding standards.
  • Experience with containerization and orchestration (Docker, Kubernetes).
  • Prior experience supporting WHCA, the White House Military Office, DISA, the Executive Office of the President, or another Presidential Support Duty mission.
  • Active Yankee White clearance, or a Tier 5 investigation adjudicated within the last three years.
  • Experience working in DoD environments subject to RMF, eMASS, DISA STIGs, and Impact Level 5 or 6 hosting requirements.
  • Experience in a fast-moving, small-team environment where the customer sits with the delivery team.
  • Prior military service, particularly in a joint communications, signal, cyber, or C4 role.
