The selected candidate will serve as an individual contributor, as well as assist in leading the F-22 Raptor Sustainment Program team of Contracts personnel within the Advanced Electronic Warfare Solutions (AEWS) Product Line within the ECS Business Area. The position requires developing and maintaining professional and dependable relationships with both internal and external customers as well as leading complex contracting assignments.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Maintain an in-depth knowledge and working understanding of the U.S. Government Acquisition and Procurement environment, BAE Systems and functional Contracts Department policies and procedures, commercial contracting methods, export FAR/DFAR and other government regulations.
- Provide analysis of solicitations, assure that bid/proposals are prepared and presented in a manner so as to afford the Company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk, and support independent proposal reviews. Additionally, this candidate will be required to participate as an assessor in the Phase Review Process.
- Establish and manage negotiation strategies and financial requirements, conduct negotiation of contracts requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.
- Prepare contract summaries, and provide management with complete, current and accurate data by reporting progress on contract activity, together with recommendations for management action/decision.
- Foster and maintain sound and reliable relationships with counterparts in customer organizations.
- Demonstrate specialized knowledge in an area of contracting such as, but not limited to government contracting, contract types, commercial contracting, joint ventures, strategic alliances and intellectual property.
- Administer all aspects of assigned contract or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.
- Experience in drafting and negotiating complex teaming arrangements or other types of contracting arrangements.
- Lead or support fact-finding and other audit activities.
- Compile and maintain all required contractual records and documents in accordance with contract requirements and Company policies and procedures.
- Prepare contract summaries, and provide management with complete, current and accurate data by reporting progress on contract activity, together with recommendations for management action/decision.
- Develop solutions to complex contracting issues, which require the regular use of ingenuity and innovation. Ensure solutions are consistent with organizational objectives.
- Cross-functional collaboration with Program Management, Aftermarket Services, Engineering, Finance and Export teams.
- Primary point of contact between the Company and the Customer for all contractual matters on assigned contracts and projects including auxiliary agreements such as Proprietary Information Agreements.

Developing and maintaining professional and dependable relationships with external customers. Must be a skilled communicator who influences and shapes the image of a complex Business arrangement.
Because this role involves a combination of collaborative/in-person and independent work, it will take the form of a hybrid work format, with time split between working onsite and remotely.
Required Skills and Education- Bachelor's degree
- 8+ years relevant work experience or equivalent experience;
- Proficiency in MS Office software with an emphasis on Excel;
- FAR/DFAR knowledge and experience, including FAR Part 12;
- Exercise discretion and independent judgment in the performance of duties set forth above;
- Communicate effectively both orally and in writing;
- Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel and customers;
- Utilize computer skills to prepare appropriate reports and documents;
- Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable federal laws and regulations;
- Demonstrate research and presentation skills;
- In-depth knowledge of federal procurement regulations, export compliance, with an emphasis of Department of Defense. Broad knowledge of economics, accounting, finance, procurement, cost/schedule control systems, business law, and the ITAR;
- Proven ability to negotiate and persuade, to communicate orally and in writing at all levels;
- Ability to plan and organize work, and potential to develop and lead professional and support personnel.
Preferred Skills and Education- Bachelor's degree in Business or related field.
