Full Job Description
Primary Purpose

Oversee the development and implementation of Energy Acquisition (EA) programs and systems. This position will have overall responsibility for providing operations and financial function support through EA systems. Responsible for managing department business processes and systems, and identifying and implementing improvements required for Utility to purchase power in the PJM marketplace and administer its electric and gas choice responsibilities. Responsible for monitoring, analyzing, developing and implementing regulatory projects related to Default Service Programs, Alternative Energy Portfolio Standard compliance, and Electric and Gas Choice. Responsible for working with BSC partners to maintain required service levels for EA systems, strategic planning, and implementing system changes and modifications. This position will oversee the selection of vendors and consultants and ensure all deliverables are being met. Work closely with regulatory and finance to provide input into the cost recovery process. This position will serve as liaison for internal management and external stakeholders and have primary responsibility for insuring compliance for regulatory initiatives related to electric and gas choice market enhancements and energy procurement. Manage the Programs and Systems team to support Energy Acquisition in its day-to-day operations; implement changes; and strategically plan for long term needs. Responsible for the attainment of individual and team goals. Demonstrates behaviors that promote a safe work environment, continuous improvement, and diversity through an awareness of inclusiveness of thought and ideas. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Primary Duties

  • Oversee the development of a comprehensive strategic plan for the portfolio of programs and systems to support EA
  • Manage the programs and systems team to support the processes and systems essential for Energy Acquisition's Operations and Wholesale Billing & Credit functions
  • Manage all aspects of Energy Acquisition Projects including project budget and project scope. Partner with business subject matter experts and IT to manage the prioritization and execution of projects.
  • Manage vendor management processes, which include identifying potential support vendors and contractors, establishing scope of work and selecting vendors. Ensure that vendors and contractors are meeting all level of expectations and performance targets
  • Act as the single point of contact for EA to ensure compliance for the portfolio of programs.

Job Scope

  • Interface with finance and regulatory to ensure portfolio meets all requirements to ensure cost recovery
  • Management of on-going measurement and evaluation of the overall portfolio, including risk management
  • Perform analysis, prepare reports, and develop and deliver presentations related to program design and program evaluations

Minimum Qualifications

  • Bachelors in Engineering, Business or relevant discipline.
  • 7-10 years' experience in engineering, technical, business-related field and/or energy industry, including 5 years of broad electric utility management experience, e.g., development and implementation of corporate programs; leading cross-functional teams; providing strategic support to senior management; stakeholder relationship management; performance management; contract negotiations; and regulatory compliance.
  • Strong leadership skills and management skills required.
  • Ability to direct professionals and provide coaching in order to achieve objectives.
  • Experience in analysis, primarily of modeling and evaluation, could include technology assessment, program modeling / analysis / cost-effectiveness, and/or program evaluation.

Preferred Qualifications

  • Knowledge of PJM market operations and settlement processes.
  • Knowledge of utility regulatory and compliance processes.
  • Experience with internal external audits and SOX controls.
  • Strong cross-functional collaboration and stakeholder management skills.

  • Annual salary will vary based on a candidate's skills, qualifications, experience, and other factors: $124,800.00/Yr. - $171,600.00/Yr.
