Minimum Qualifications Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information Job Duties:
- Manage Medicaid Quality Improvement and Population Health initiatives by coordinating data collection, reporting, and performance monitoring for fee-for-service and Medicaid Managed Care programs.
- Develop, maintain, and oversee reporting processes, reporting inventories, dashboards, and standardized reporting procedures to ensure accurate, consistent, and timely program reporting.
- Analyze program performance data and prepare routine and ad hoc reports that support executive decision-making, quality improvement efforts, and compliance with state and federal reporting requirements.
- Collaborate with internal staff, managed care organizations, contractors, and external partners to improve data quality, reporting systems, and evidence-based policy development.
- Oversee contracts and grant activities by monitoring deliverables, budgets, compliance, performance, and required documentation in accordance with applicable laws, regulations, and departmental policies.
- Monitor program budgets by reviewing financial reports, identifying discrepancies, recommending corrective actions, and assisting with the development and implementation of fiscal policies and budget plans.
- Supervise professional staff by assigning work, establishing performance expectations, conducting evaluations, mentoring employees, and supporting the successful achievement of program goals and organizational priorities.
