Medicaid Data Architect will support the Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) project. This position is part of the PMAS Medicaid sprint team and operates in collaboration with the Office of Data Analytics & Performance (DAP) within the HHS system's business domain. The architect designs and implements integrated data solutions for a multi-terabyte data integration hub, with a focus on ensuring curated data is visible, accessible, understandable, trusted, and uniformly governed. The role supports the Integrated Continuum of Care Analytics (ICCA) initiative using a hybrid agile/waterfall methodology to enable data-driven decision making across the HHS system. The Medicaid Data Architect also serves as a subject matter expert on data architecture, data governance, and AI-assisted data synthesis in support of Medicaid analytics strategy.
Responsibilities- Architect cloud data hub integrations with Medicaid data and other data domain platforms in alignment with the Texas Data Management Framework (TDMF) and HHS Data Governance policies.
- Collaborate with the Office of the Chief Data Architect on performance analytics, data governance initiatives, and enterprise Medicaid analytics strategy.
- Develop and maintain enterprise data policies, standards, and best practices to support data governance framework maturity.
- Provide subject matter expertise on Medicaid data assets, including provider claims and encounters, client movements, and clinical assessments.
- Assist in developing and implementing data quality processes, metrics, and root cause analyses related to information issues and non-conformance with published data standards.
- Develop and refine AI prompts and query strategies to retrieve and synthesize Medicaid data, and maintain a library of standardized prompts and templates for common reporting needs.
- Collaborate with data engineering, IT, and program teams to troubleshoot data-related issues and develop mitigation strategies.
- Review changes to technical and business metadata, assess impacts on enterprise applications, and communicate findings to appropriate stakeholders.
- Work with program areas and project sponsors to plan and execute multiple analytics projects asynchronously, translating findings into non-technical language for agency leadership and program staff.
- Build business cases to support collaborative HHS Master Data Management (MDM) efforts and promote a data-driven organizational culture.
RequirementsMinimum Qualifications Candidates must meet ALL Minimum Qualifications- 12 years of experience demonstrating an excellent understanding of Data Architecture principles, capabilities, and best practices, with the proven ability to define, document, and apply standards.
- 12 years of experience with business processes, data management, data flows, data relationships, data quality standards and processes, and proficiency with data analytical and quality tools.
- 10 years of extensive experience working with Medicaid data, specifically in provider claims and encounters, client movements, and clinical assessments.
- 8 years of experience building and maintaining a Medicaid Data Warehouse.
- 8 years of extensive architecture experience and knowledge in Reference Data, Data Quality, and Metadata Management.
- 8 years of experience leading and evolving corporate culture toward a data-driven organization.
- 8 years of demonstrated communication, analytical, and interpersonal skills across all organizational levels.
Preferred Qualifications- 5 years of experience designing and implementing data acquisitions for Master Data Management, Data Warehouse, or other Performance Management systems.
- 5 years of experience in the public healthcare or insurance business domain.
- 5 years of proven ability to work successfully with both technical and non-technical groups while managing multiple responsibilities.
- Bachelor's degree in Computer Science, Systems Engineering, or equivalent experience.
- Certified Data Management Professional (CDMP) from DAMA.
Additional Requirements- Candidates must currently reside within 50 miles of the Austin, Texas work location. Out-of-state candidates or those planning to relocate will not be considered.
- May be required to submit to and satisfy a criminal background check as authorized by Texas law.
- Total estimated hours shall not exceed 2,008 hours.
- This engagement may be amended, renewed, or extended upon mutual written agreement by both parties.
