The Air Force Civilian Service (AFCS) is looking for a Full-Time Mechanical Engineer GS-0830-12 to work at the 628th Civil Engineer Squadron at Joint Base Charleston in Charleston, SC.
This position can be filled by either a mechanical engineer or electrical engineer.

Our organizational goals and objectives ensure the most efficient, practical and economical design, development and construction of facilities and infrastructure to execute the facilities program and support the Joint Base installation mission.
In this position, you will serve as the senior professional engineer facilitating a team of lower graded engineers/architects at AFRC installations from a variety of disciplines and technical staff on large and complex design and construction projects. Also serves as the Energy and Utilities Manager for Command, utilizing knowledge of mechanical and/or electrical engineering and utility systems, energy consumption, and energy conservation principles and practices. Utilizes Energy Management best practices and Asset Management principles to effect a reduction in energy usage in installation facilities through energy audits and development of energy reducing solutions.

Qualification Summary:
• U.S. Citizenship Required
• Obtain & maintain a Secret security clearance
• Education requirements: Degree accredited by ABET or combination of education and experience-- https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/mechanical-engineering-series-0830/
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
• The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
• Inspections may be conducted in "hard-hat" areas and may require walking, bending, climbing, and stooping. Some worksites may involve exposure to environmental hazards and require normal safety precautions.
• U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) accredited professional certification is desirable but not required for this position.
• Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required.
Duties:
• Utilizes a professional knowledge of electrical and/or mechanical engineering to work large and complex design and construction projects, and to manage an installation Energy Program mandated to reduce overall energy consumption for existing facilities and utility systems, as well as new construction, and/or renovation/improvement projects.
• Manages utility contracts, agreements, metering, and utility budget development. Evaluates program effectiveness and serves as primary energy advisor to installation senior leadership.
• Provides professional advice on sustainable design and energy efficiency practices. Facilitates a team of engineers or coordinates with other flights in facility planning to reduce energy requirements
• Manages Energy Management Steering Group (EMSG) in accordance with Air Force and DoD policies. Articulates and solicits support of the AF's mission and goals in the area of energy management in the community.
• Keeps abreast of emerging technologies, regulatory requirements, and best practices to ensure that facility equipment, projects, and strategies remain relevant and functional.
