Duties May Include:• MC&G Mission Domain areas of expertise are arranged in 5 main mission domains:
o Earth modeling / Earth sciences such as the World Geodetic System (WGS-84), Earth Gravity Model, World Magnetic Model, and 3D Elevation Mapping.
o Maritime Safety of Navigation.
o Aeronautical Safety of Navigation.
o Land Navigation Support such as Geographic Names, Topographic Maps, and Human Geography.
o Integrated Content Dissemination.
• Perform internal MC&G PEO cross-branch coordination for topics and actions as directed by MC&G PEO senior leadership.
• Assist in the program and technical management of contracts with various US Government agencies.
• Conduct analysis and assessments on internal MC&G PEO policy and decision actions as directed by MC&G PEO senior leadership that affect the MC&G areas stated.
• Conduct analysis and assessments on special topics of interest to the MC&G PEO leadership.
• Conduct cross-IPO coordination and outreach.
• Conduct cross-NGA directorate coordination and outreach.
• Conduct cross-IC and DoD agency coordination and outreach.
• Program management support to Government Program Management Office Leads to facilitate the technical execution of the contracts, to include cost, schedule, risk, and performance management of all work activities.
• Support in the preparation and administration of subcontracts.
• Review contractor deliverables.
• Support contract reviews and events.
• Generate teaming agreements and proprietary information agreements.
• Support in the collection and submission of data for regulatory reporting.
• Perform management of OCI Plans.
• Brief internal and external to MC&G PEO.
• Support the full lifecycle of PPBE and Acquisitions.
Examples of work tasks include:
• Identifying and creating plans to drive optimization within the MC&G Mission Domain.
• Fixing operational and programmatic issues that could span multiple contracts and organizations.
• Assessing and coordinating MC&G PEO engagement with the MC&G mission owner.
• Providing MC&G Mission Domain review and input to multi-NGA organization and multi-agency working groups in the Foundation GEOINT areas stated.
• Addressing cross agency taskers that impact the MC&G Mission Domain.
• Analysis and assessments of special topics.
• Creating and/or updating POM submissions/data, execution year funding allocations, and roadmaps per leadership decisions.
• Supporting engineering analysis of alternatives for mission enhancement and improvement.
• Assisting in the generation of all required contractual documentation to include SIBRs, SOWs, MIPRs, ECPs and NIPRs.
• Review technical evaluations of contractor proposals to support negotiation stance.
• Resolution of problems/issues that arise during performance of contracts.
• Perform Contract Funds Status Report (CFSR) analysis to ensure expenditure metrics are met, review invoices by verifying hours/labor categories support proposed activity and funds are available.
• Continuously review contracts for compliance with established programs, standards and procedures.
• Identifying, documenting and tracking program risks and opportunities.
• Identifying and documenting Weekly Activity Report (WAR) inputs.
• Providing briefings, briefing materials, and other reporting activities as required by the MC&G PEO.
• Identifying process and/or technical issues that are impacting project progress and leading their resolution through marshalling the appropriate personnel across organizational and contractual boundaries to develop and implement workable solutions.
• Researching the background, history, and status of topics of interest, and providing effective verbal and written summaries and detailed descriptions.
RequirementsRequired Qualifications:• 5 years of experience working with MC&G Mission Domain or 10 years of experience within the National System for GEOINT (NSG) Intelligence Community (IC) and/or the Department of Defense (DoD).
• Bachelor's degree or higher in Engineering, Computer Science, Information Technology, Management Information Systems, Geography, Geographic Information Systems, Geodetic Sciences, or STEM degree.
• 2 years of experience in applying systems engineering processes, requirements analysis, interface definition, and detailed implementation planning of large complex systems or enterprises and enterprise-wide interoperability.
• 2 years of technical and programmatic experience in large IT organizations (at least $100M in budget and/or 100 persons in organization.)
Desired Qualifications:• Master's degree or higher in Engineering, Computer Science, Information Technology, Management Information Systems, Geography, Geographic Information Systems, Geodetic Sciences, or related STEM degree.
• Technical and programmatic experience in large IT organizations (at least $100M in budget and/or 100 persons in organization) in MC&G Mission Domain product production and dissemination.
• Experience with DoD or IC acquisition processes and procedures.
