Job Description

The successful candidate will bring deep enterprise HCM expertise, Federal-market credibility, executive presence, and the ability to connect customer mission objectives with comprehensive functional and technical solutions. The individual will lead discovery, architecture, demonstrations, competitive strategy, executive workshops, oral presentations, and technical validation throughout the sales cycle.

This is primarily a presales role. However, the Senior Principal Solution Engineering Lead will maintain continuity with strategic customers during critical post-sale transitions, implementation milestones, and executive escalations.

Although this is not a formal people-management position, the individual will be expected to operate as a leader across the Federal HCM solution engineering organization. The role will mentor other solution engineers, establish repeatable Federal HCM practices, shape solution strategy, and influence Oracle's product, messaging, demonstration, partner, and go-to-market direction.

Key Responsibilities
  • Lead solution strategy and technical win plans for Oracle's largest and most strategic Federal HCM opportunities.
  • Serve as a senior HCM advisor to Federal agency executives, HR leaders, technology leaders, acquisition stakeholders, and program teams.
  • Lead executive discovery sessions, HR modernization workshops, solution design discussions, and technical validation activities.
  • Translate agency missions, Federal HR requirements, policy constraints, security needs, data standards, and modernization objectives into differentiated Oracle Cloud HCM solutions.
  • Develop comprehensive solution architectures spanning HCM applications, integrations, data, reporting, analytics, security, identity, extensibility, and related Oracle Cloud capabilities.
  • Design and deliver compelling demonstrations, prototypes, workshops, proofs of concept, executive presentations, and technical deep dives.
  • Establish the HCM solution narrative, demonstration strategy, architecture, and technical differentiation for major Federal pursuits.
  • Lead or coordinate responses to RFIs, RFPs, technical evaluations, oral presentations, and competitive assessments.
  • Articulate Oracle's business value, implementation approach, scalability, security, extensibility, and long-term modernization advantages.
  • Partner with sales leadership to qualify opportunities, identify technical risks, develop pursuit strategies, and improve the probability of successful outcomes.
  • Develop competitive strategies against Workday, SAP SuccessFactors, legacy HR platforms, and other cloud HCM providers.
  • Coordinate specialized resources from Oracle Product Management, Development, Consulting, Support, Customer Success, OCI, and partner organizations.
  • Identify solution, product, integration, security, data, or implementation risks before customer commitments are made.
  • Ensure effective continuity and knowledge transfer from presales into implementation for strategic Federal customers.
  • Provide selective post-sales support for executive alignment, design continuity, major implementation milestones, and critical escalations.
  • Mentor Federal HCM solution engineers and elevate the functional, technical, demonstration, storytelling, and customer-engagement capabilities of the broader team.
  • Review and provide guidance on solution strategies, demonstrations, architectures, and technical proposals developed by other solution engineers.
  • Establish repeatable discovery frameworks, demonstration standards, technical win plans, solution patterns, and pursuit practices for the Federal HCM organization.
  • Create reusable Federal HCM demonstrations, reference architectures, modernization narratives, competitive materials, and customer-facing assets.
  • Bring Federal customer requirements, competitive intelligence, and field feedback to Oracle product management and development organizations.
  • Influence Oracle's Federal HCM product, partner, implementation, and go-to-market strategy.
  • Represent Oracle's Federal HCM business at executive briefings, customer forums, partner sessions, conferences, and industry events.
  • Support Federal Civilian, Tribal, and select Canadian public-sector HCM opportunities based on business priorities.


Responsibilities

  • Twelve or more years of experience in enterprise HCM solution engineering, solution architecture, consulting, implementation leadership, product strategy, or enterprise software sales.
  • Deep experience supporting complex HCM transformations, cloud migrations, or enterprise HR modernization programs.
  • Broad and deep knowledge of end-to-end HCM business processes, including Core HR, workforce structures, benefits, payroll, time and labor, compensation, talent, recruiting, workforce planning, reporting, analytics, security, data, and integrations.
  • Demonstrated success leading solution strategy for large, complex enterprise pursuits or transformation programs.
  • Experience engaging senior executives and translating business, policy, mission, and technical requirements into comprehensive solutions.
  • Strong understanding of enterprise architecture, integration patterns, data migration, reporting, security, identity, extensibility, and cloud operating models.
  • Experience leading discovery workshops, executive presentations, solution demonstrations, technical evaluations, and competitive sales activities.
  • Ability to develop clear and persuasive solution narratives for executive, business, functional, and technical audiences.
  • Demonstrated ability to identify and manage solution risk during complex sales cycles.
  • Ability to influence across organizational boundaries without direct authority.
  • Demonstrated ability to mentor senior professionals and establish repeatable methods, assets, and field practices.
  • Executive presence and the ability to represent Oracle in high-visibility customer and industry settings.
  • Ability to work onsite in the Washington, DC or Northern Virginia area approximately three days per week when not traveling.
  • Ability and willingness to travel throughout the United States and, as required, to Canada.
  • Ability to obtain and maintain any government background investigation or security clearance required for assigned work.

Preferred Qualifications

  • Deep Oracle Cloud HCM solution engineering, implementation, consulting, or product experience.
  • Experience selling or implementing HCM solutions within the U.S. Federal market.
  • Strong understanding of Federal HR operations, personnel policies, employee data standards, procurement processes, security requirements, and modernization priorities.
  • Experience leading multimodule, enterprise-scale cloud HCM opportunities for large and complex employee populations.
  • Experience working with major Federal systems integrators, advisory firms, consulting organizations, and implementation partners.
  • Demonstrated success competing against Workday, SAP SuccessFactors, or other enterprise HCM platforms.
  • Experience with Federal shared services, large civilian agencies, Tribal governments, or Canadian public-sector organizations.
  • Experience contributing to product strategy, field enablement, solution standards, or industry thought leadership.
  • Existing Federal security clearance or prior experience working in a cleared environment.
  • Public speaking or experience representing an organization at executive and industry forums.


Leadership Expectations

This is an individual-contributor role with substantial organizational leadership responsibility. The Senior Principal Federal HCM Solution Engineering Lead will be expected to:
  • Set the standard for Federal HCM discovery, solution design, demonstrations, architecture, and technical sales execution.
  • Lead through HCM expertise, customer credibility, preparation, judgment, and influence.
  • Coach and mentor solution engineers on complex HCM, Federal-market, and customer-engagement topics.
  • Engage effectively with executive customers, senior Oracle leaders, product executives, and strategic partners.
  • Take ownership of ambiguous, high-risk, or strategically important opportunities.
  • Balance technical accuracy, customer value, competitive differentiation, implementation feasibility, and commercial objectives.
  • Raise risks and challenge assumptions when a proposed solution or commitment is not scalable or supportable.
  • Shape the overall Federal HCM strategy rather than supporting only individual opportunities.
  • Serve as an escalation point for the most complex HCM solution questions and strategic pursuits.
  • Build organizational capability through reusable assets, coaching, standards, and thought leadership.


Qualifications

US: Hiring Range in USD from $52.16 to $100.72 per hour; from: $108,500 to $209,500 per annum. May be eligible for equity. Eligible for commission with an estimated pay mix of 65/35 - 80/20.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
