Nature of Work

The Market Pursuit Manager guides the pursuit lifecycle of individual projects from identification through selection while also supporting estimating and preconstruction teams with pipeline management and forecasting; market positioning and analytics; and proposal management and content creation.

Essential Duties & Responsibilities

  • Manage business development pipeline for opportunity identification, tracking, intake, vetting, and opportunity assessments supporting go/no-go decisions and pursuit strategy.
  • Conduct market outreach and perform research to develop a pipeline of out-year opportunities to support more accurate forecasting and project targeting, enabling company leaders to build strategy supporting company growth plans.
  • Facilitate and help lead market positioning initiatives including tactics and messaging in pursuit of targeted high-value projects, clients, and partners.
  • Perform analytics and gather information to assess the company's effectiveness in reaching growth goals.
  • Own the planning and execution of the proposal process for the market.
  • Create proposal content and facilitate its development to ensure clear, accurate, and compelling proposals, which fulfill evaluation criteria and fully comply with requirements.
  • Effectively collaborate across company functions; with consultants; with trade partners; and within the estimating teams in the performance of duties
  • Perform compliance and requirements analysis to ensure the accuracy of work and develop proposal quality control gates to ensure timely and accurate submissions and enforce deadlines.
  • Conduct presentation development as required and participate in oral interviews when required.
  • Develop standard work and persist in improving practices aimed at streamlining and improving productivity while maintaining and enhancing accuracy. Standardize proposal responses where appropriate to improve speed and consistency.
  • Integrate and implement existing, new, and developing technology tools where appropriate to increase capacity and effectiveness without sacrificing project-specific strategy.


Qualifications

  • Expert understanding of market proposal structures, compliance discipline, and evaluation-driven writing.
  • Advanced technical writing/editing skills and ability to translate construction means/methods into clear evaluable narratives.
  • Strong document design/layout skills; ability to assess readability and improve clarity through formatting and visual hierarchy.
  • Strong proficiency with company's business solutions suite of applications with specific expertise in Adobe Creative Cloud (InDesign and Acrobat Pro).
  • Demonstrates strong project level leadership (1-2 direct reports), as well as the ability to coordinate across functions and drive accountability without direct authority.
  • Strong analytical ability to assess opportunities, acquisition strategies, and pursuit fit; build forecasting and performance tracking.
  • Ability to implement repeatable processes and scalable systems that can be transferred to other team members.
  • Forward thinking and continuous improvement mindset with the ability to identify bottlenecks, standardize workflows, and implement process improvements that increase quality, consistency, and speed.


Education

  • A minimum of a bachelor's degree from a four-year college/university or equivalent experience.


Experience

  • 5+ years of relevant proposal/pursuit management experience in construction, A/E/C, or federal contracting environments (USACE preferred)


Physical Demands and Working Environment

Physical demands for this position are moderate. Typically, the employee may sit comfortably to do the work. However, there may be walking, standing, bending, or lifting moderately heavy (25-50 pounds) items. The work may require specific but common physical characteristics and abilities such as average agility and dexterity. Availability to travel as needed.
