The Undersea Technology Analysis Portfolio (UTAP), within the Sea, Land, & Air Analysis Group in SPA, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging undersea technologies and warfighting capabilities.  We support clients across the undersea and naval special warfare enterprises, including those within resourcing and requirements (OPNAV N97), acquisition (program offices for undersea technologies and naval special warfare), and science and technology (Office of Naval Research, DARPA)  Our enduring capabilities include:

  • Identifying capability gaps, developing requirements, and generating solutions
  • Assessing the operational utility and technical feasibility of new technologies
  • Execution of acquisition and technology development programs, including developing plans and roadmaps to mature, deliver, and sustain new technologies
  • Analysis of vulnerabilities and threats to undersea platforms and systems
  • Quantitative analysis and modeling of undersea forces and their missions

SPA has an immediate need for a Program Analyst to support NAVSEA's Naval Special Warfare Program Office in Washington, DC.

Responsibilities

SPA is seeking a highly qualified Program Analyst to serve as an Assistant Program Manager supporting the Maritime Launched Effects (MLE) program. The ideal candidate will possess extensive, demonstrated experience supporting defense acquisition programs, preferably within U.S. Special Operations Command (SOCOM) acquisition organizations, with a strong understanding of acquisition policies, processes, and program management frameworks. Responsibilities include supporting program planning and execution, coordinating acquisition documentation and milestone activities, managing program schedules and deliverables, and facilitating coordination among government, industry, engineering, and operational stakeholders. The candidate must demonstrate the ability to support the development, acquisition, integration, testing, and transition of complex defense capabilities from concept through operational deployment. The position requires a current Secret security clearance and proven ability to operate effectively in a fast-paced, mission-focused acquisition environment supporting advanced maritime and unmanned capabilities.

 

Reports full-time to the Washington Navy Yard.
