BC Assessment is currently looking for a permanent Manager, Treasury and Reporting to join our Finance Division in our Victoria office.

We acknowledge that our Victoria office it is situated on the traditional and unceded territory of the Lekwungen speaking People, which includes the Esquimalt and Songhees First Nations, as well as the traditional lands of the W̱SÁNEĆ First Nations.   • Location: Victoria, BC

  • Hybrid Work: Minimum 3 days per week in office

  • Compensation: $100,077 - $122,317

*The salary range provided is based on our current Management salary structure. The successful candidate's placement will consider qualifications, experience, market norms, and internal equity. The typical recruitment range spans from the minimum to the mid-range, with the potential to advance to the maximum through performance-based increases.

Who you are

You are an experienced finance professional and CPA who combines strong financial stewardship with operational excellence and continuous improvement. You possess extensive knowledge of financial operations, including revenue and accounts receivable, treasury and cash management, banking, financial reporting, and internal controls, along with the ability to lead people and navigate complex financial and operational issues. 

You thrive in a collaborative, deadline-driven environment where accuracy, sound judgment, and strong relationships are essential. You enjoy partnering with leaders and colleagues across the organization to provide trusted financial advice, translate complex financial information into meaningful insights, and identify opportunities to strengthen controls, streamline processes, and improve financial operations.

You are comfortable working with complex financial and ERP systems and naturally seek opportunities to improve processes through automation, system enhancements, and more efficient ways of working. You bring strong communication, analytical, problem-solving, and business-partnering skills, and can build effective relationships with a range of internal and external partners, including banking partners and service providers.

What you’ll get to do

Reporting to the Director, Financial Operations, the Manager, Treasury and Reporting works collaboratively with the Manager of Accounting and Reporting within the Financial Operations team and provides specialized expertise and leadership in revenue management, accounts receivable, treasury, banking, cash management, payroll and benefits reporting, and financial operations and controls.

This role leads the development and administration of BC Assessment’s revenue cycle, treasury operations, and related financial controls and ensures timely and accurate management, regulatory, and financial reporting in accordance with accounting standards, applicable legislation, and organizational policies.

Other responsibilities include:

  • Manages BCA's revenue and accounts receivable portfolio including billing, collections, revenue recognition, and accounts receivable management, and related reporting

  • Manages BCA's treasury operations including cash and banking and investment relationships

  • Oversees investment activities in accordance with BCA's investment policy and applicable legislative requirements and provide treasury reporting and analysis to support effective financial decision-making

  • Leads key financial reporting activities, including month-end close and the preparation and analysis of monthly, quarterly, and year-end financial information supporting management, audit, regulatory, and organizational reporting requirements

  • Manages the preparation and analysis of salary and benefits-related financial reporting, including statutory and regulatory submissions, internal management reporting, and payroll-related financial reporting

  • Works collaboratively with the Human Resources and Pay and Benefits team and contributes to the development and implementation of financial policies, procedures, and internal controls related to revenue, receivables, treasury, payroll, and benefits financial reporting, and other financial operations

  • Provides financial expertise, analysis and recommendations to leadership on accounting standards, financial policies and controls, revenue and cash management strategies, and complex financial and operational matters

  • Supports the planning, development, and implementation of the annual workplan for the Financial Operations team

  • Leads financial analysis on continuous improvement initiatives, including process automation, system enhancements, and resource optimization

  • Leads, develops, and empowers employees within the area of responsibility, fostering an engaged, high-performing team by supporting employee development, performance, and accountability

  • Undertakes special projects and ad-hoc analyses related to the portfolio, as required

This position is excluded from the bargaining unit. 

What you bring to the team

Education

  • University degree in business, finance, management; and

  • CPA designation and current membership in good standing with the CPA association.

Experience

Five (5) years’ experience including:

  • Financial operations management including revenue, accounts receivable, treasury, cash management, and payroll operations.

  • Demonstrated progressive levels of financial and operational responsibility;

  • Experience providing direction and leadership in managing financial operations teams;

  • Experience with computerized financial systems, treasury management systems, and payroll systems in a mid- to large-sized organization;

  • Experience managing banking relationships;

  • Experience in public sector accounting and unionized environment is preferred.
