About the Program

Reporting to the Director, the Manager, Transformation Initiatives & PMO supports enterprise-wide strategic planning and transformation activities, including management of the PMO, policy governance, and special projects, while ensuring effective project governance, risk management, and organizational readiness in support of The Royal's strategic directions.

Key Responsibilities

Corporate Workplan Development
  • Support multi-year transformation strategies aligned with the hospital's strategic plan and support annual corporate planning and priority-setting processes in collaboration with senior leadership and operational leaders.
  • Support alignment between strategic priorities, accreditation requirements, quality improvement initiatives, and operational plans.
  • Provide expertise in organizational change management methodologies and foster a culture of innovation, continuous improvement, and organizational learning.

Project Management and Special Projects Leadership
  • Lead and manage The Royal's Project Management Office (PMO), ensuring effective oversight and delivery of strategic, operational, and transformation projects.
  • Establish and maintain PMO standards, methodologies, tools, templates, and reporting processes, and oversee the organization's project portfolio.
  • Monitor project performance, timelines, budgets, risks, and dependencies, and implement corrective actions as required.
  • Provide leadership, coaching, performance management, professional development, and resource allocation for PMO staff.
  • Responsible for the successful planning, execution, and delivery of hospital projects relating to the mission and The Royal's strategic plan.
  • Provide advice and support on strategic initiatives, project coordination, operational planning, resource allocation, and utilization monitoring.

Collaboration, Engagement and Change Management
  • Create and develop partnerships with ROH leaders, third-party vendors, and peer mental health and regional hospital representatives to ensure projects are aligned.
  • Coordinate activities between internal teams and external partners, facilitate communication and information sharing, and ensure commitments and deliverables are met.
  • Support project implementation involving multiple stakeholders and monitor active projects for emerging organizational, operational, clinical, financial, and reputational risks.

Policy Program Oversight
  • Provide leadership, supervision, coaching, and performance management to Policy & Procedure Program staff.
  • Establish objectives, priorities, and workplans aligned with departmental and organizational goals.
  • Monitor policy compliance requirements and collaborate with quality, risk, legal, privacy, professional practice, and operational leaders to address policy-related risks and regulatory requirements.
  • Provide consultation and guidance regarding policy development, interpretation, and implementation, and support governance committees responsible for policy oversight and decision-making.

Compliance Program Stewardship
  • Establish programs and systems to foster ROH compliance with legislative reporting requirements.
  • Advise on emerging trends and best practices in legislative and regulatory compliance.
  • Communicate legal and policy requirements in plain language and promote stakeholder awareness and understanding of compliance obligations.
  • Ensure program deliverables are met and reported to SLT on an annual basis.
  • Champion opportunities for improving compliance operations and mitigating risks, including enhancements to existing systems and procedures.

Qualifications
  • Master's degree in a relevant field (e.g., Master of Health Administration (MHA), Master of Business Administration (MBA), or Master of Public Health (MPH).
  • 5 to 7 years of progressive leadership experience in healthcare transformation, risk management, or operational leadership within a hospital or healthcare system in Ontario.
  • Demonstrated experience leading complex, multi-stakeholder change initiatives with measurable impact.
  • Experience working in unionized environments and applying the principles of collective agreement administration.
  • In-depth knowledge of Ontario's healthcare regulatory environment, funding models, risk governance, and quality improvement methodologies.
  • Professional certification/designation preferred, such as Certified Healthcare Executive (CHE), Project Management Professional (PMP), Canadian Risk Management (CRM), or Prosci Change Management Certification (PROSCI).

Knowledge and Skills
  • Advanced leadership and team management skills, including coaching and performance management.
  • Conflict management and change management expertise.
  • Clear conceptual and analytical thinking.
  • High proficiency in project management and change management methodologies.
  • Ability to deal effectively with internal and external stakeholders.
  • Agility in a fast-paced work environment, covering multiple sites and multi-disciplinary teams.
  • Ability to synthesize complex information and communicate with clarity and precision to diverse audiences, including executive, clinical, and front-line teams.

Language Requirements

English level A- is mandatory in oral expression, oral comprehension, reading comprehension and written expression. Bilingual (French/English) is preferred.

Salary Range: $65.08 to $75.44 per hour
