The Advanced Technology Development Center (ATDC) Systems Test Organization team requires a Level 2 Test Engineering Manager responsible for all facets of ATDC Test Engineering & ground operations, including staffing, planning, execution, and reporting in multiple technology areas. This position requires a highly motivated and self-starting individual with relevant ground test operations experience, who will be willing to work additional assignments beyond the defined requirements of this position, if required.

Typical duties include:

- Provide technical products and planning coordination for the Special Projects IPT as the manager for the System Under Test (SUT)

- Complete control and ownership of the specific SUT asset throughout the required test phases

- Lead test planning efforts and support working groups with all IPTs associated with testing the SUT

- Interface with system design and analysis functions to develop test and test data requirements

- Specify test article configurations and coordinate all test modifications

- Coordinate with local and remote test facilities or ranges, other Special Project IPTs, subcontractors, and US Government agencies

- Verify all documentation for modifications, test activities, and test results performed on the SUT

- Fill in for all control test engineer functions, as needed, to support the program schedule

- Report article status and provide detailed reports as required to Senior Management

- Manage the daily test activities and personnel support, prioritize tasks and oversee the strategic long-term planning of test engineering & ground operations

- Manage the daily tasks of the assigned personnel, including Test Engineers, Systems Test Engineers, Flight Test Technicians, and other support personnel

- Manage the Test Engineering & ground operations including budgets, personnel, and resource scheduling as well as program de-confliction

- Liaise with the Test & Evaluation (T&E) Functional Homeroom and the Government Ground Representative (GGR) as required for the statement of work

- Identify all risks, issues, and pressures and develop mitigation and closure plans

Position may require Section Manager functional duties, responsible for up to 15 direct reports. Selected candidate will report functionally to the SIT&E Director and operationally to the Program Systems Test Ground Maintenance & Operations IPT Manager. Travel time is minimal, less than 5%.

Basic Qualifications:

- Bachelor of Science Degree in Science, Technology, Engineering or Math (STEM) with a minimum of 9 years of relevant test experience with an emphasis on test engineering and/or ground operations or a Masters in STEM with 7 years of related experience.

- Must be willing to work non-standard shifts and overtime, as required

- Flexibility to work additional test assignments within the Program Test IPT beyond the defined requirements of this position.

Active Secret clearance (with a background investigation within the past 5 years or enrolled into Continuous Evaluation).
• Ability to obtain and maintain initial Special Access Program (SAP) access via a Program Access Request (PAR). This SAP/PAR must be obtained prior to commencement of employment and must be obtained within a reasonable amount of time as determined by the company to meet its business needs.
• Note: SAP/PAR will be upgraded once selected candidate is in role. Therefore, candidate must also be able to obtain and maintain upgraded SAP/PAR.)

Preferred Qualifications
• Current applicable Special Access Program (SAP) clearance.
• Active DoD Top Secret SCI clearance (with a background investigation within the past 5 years or enrolled into Continuous Evaluation).

Preferred Qualifications:
• Master of Science Degree in Science, Technology, Engineering or Math (STEM) or Master of Business Administration
• Military major weapons system aircraft flight line management experience. Prior hands-on technician experience is a plus
• Earned Value Management System expertise to include Control Account Management (CAM), Risk & Opportunity and Integrated Master Schedule experience

This is a first shift 4/10 A schedule Monday through Thursday.

Designs, develops, and implements testing methods and equipment. Plans and arranges the labor, schedules, and equipment required for testing and evaluating standard and special devices. Provides test area with parameters for sample testing and specifies tests to be performed. Compiles data and defines changes required in testing equipment, testing procedures, manufacturing processes, or new testing requirements. Responsible for testing all customer samples and for special tests that cannot be performed in the test area.

Primary Level Salary Range: $146,600.00 - $219,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
