Job Title: SIOP & Portfolio Governance Manager

FLSA Status: Exempt

Reports to: Director of Project Management

GENERAL DESCRIPTION / PURPOSE:

The SIOP & Portfolio Governance Manager is responsible for leading the enterprise Sales, Inventory, and Operations Planning cadence and strengthening portfolio governance across the organization. This role partners with Project Management, Operations, Supply Chain, Finance, Sales, Engineering, and executive leadership to create visibility to demand, capacity, supply constraints, project priorities, risks, and key decisions. The position provides leadership and oversight for engineering project engineers, project controls, and master scheduling to ensure integrated planning, reliable reporting, disciplined execution, and clear accountability across the project portfolio. The position establishes standard processes, governance routines, reporting standards, and decision forums that support alignment between business strategy, customer commitments, operational capacity, engineering readiness, and portfolio execution.

ESSENTIAL JOB FUNCTIONS:

• Lead and facilitate the enterprise SIOP process, including portfolio review, demand review, supply and capacity review, pre-SIOP, and executive SIOP meetings.
• Develop and maintain the SIOP calendar, meeting cadence, standard work, templates, inputs, outputs, decision logs, and escalation paths.
• Partner with cross-functional leaders to align project demand, customer requirements, production capacity, material availability, resource constraints, and financial targets.
• Own portfolio governance routines, including project intake, prioritization, stage-gate readiness, portfolio health reviews, change control, and executive decision support.
• Create and maintain portfolio dashboards, executive summaries, scorecards, KPI reporting, action logs, and risk and dependency views.
• Identify demand and supply gaps, capacity risks, resource conflicts, schedule risks, and portfolio trade-offs; prepare clear recommendations for leadership decisions.
• Drive continuous improvement in SIOP maturity, portfolio governance, reporting quality, data integrity, and cross-functional accountability.
• Support annual planning, capital planning, long-range planning, budgeting, forecasting, and strategic portfolio alignment processes.
• Ensure decisions, assumptions, actions, owners, and follow-up items are documented, communicated, and tracked to closure.
• Provide leadership, direction, and performance oversight for engineering project engineers supporting active and future project execution.
• Manage the project controls function, including schedule performance, cost reporting, earned value, project health metrics, forecasting, variance analysis, and portfolio-level reporting.
• Oversee the master scheduling process to support enterprise capacity planning, project sequencing, resource alignment, critical path visibility, and executive schedule commitments.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

Education: Bachelor's degree in Business, Supply Chain Management, Operations Management, Engineering, Finance, Project Management, or a related field required. Master's degree preferred.

Experience: Minimum of 10+ years of experience in SIOP/S&OP, portfolio management, project management, supply chain planning, operations planning, or related cross-functional business planning roles. Experience facilitating executive-level governance meetings and translating complex data into actionable business recommendations required. Experience in a manufacturing, equipment, rail, industrial, or project-based environment preferred.

Licenses/Certifications: PMP, PgMP, PfMP, APICS CPIM, APICS CSCP, ASCM, Lean Six Sigma, or related certification preferred.

Knowledge, Skills and Abilities:

• Strong understanding of SIOP/S&OP, integrated business planning, portfolio governance, project controls, demand planning, capacity planning, and executive decision-making processes.
• Ability to facilitate cross-functional planning discussions, resolve competing priorities, and influence decisions without direct authority.
• Advanced analytical skills with the ability to interpret complex project, operational, financial, demand, supply, and capacity data.
• Strong written and verbal communication skills, including the ability to prepare executive-ready dashboards, presentations, action logs, and decision summaries.
• Proficiency with Microsoft Office applications, including Excel, PowerPoint, Word, Outlook, Teams, SharePoint, and Power BI or similar reporting tools.
• Experience with ERP, project portfolio management, scheduling, business intelligence, or planning systems preferred.
• Demonstrated ability to lead technical and planning teams, including engineering project engineers, project controls professionals, and master scheduling resources.
• High attention to detail, strong organizational discipline, business acumen, and ability to manage multiple priorities in a fast-paced environment.

Compensation:

Loram determines compensation based on factors such as skills, competencies, education, and/or experience. Certain positions may be eligible for an annual bonus and paid time off in addition to base compensation.

The pay range for this position is between $117,000-$175,500
