Job Description

Reporting to the Director of Procurement - Services & Roaming, the incumbent will be responsible for all tasks related to the efficient procurement of telecommunications services across various business units and with other carriers. This role demands expertise in wireless telecommunications, including as example Radio Access Network (RAN), 5G Core, private networks, Fixed Wireless Access (FWA), Small Cells, and In-Building Solutions (IBS). The Senior Advisor will ensure the organization secures best-in-class commercial agreements with strategic suppliers and technology partners operating in the Canadian wireless market.
  • Perform strategic, economic, and financial analyses of projects, with a strong focus on wireless network infrastructure investments (RAN, 5G Core, Small Cells, IBS, FWA, and private networks).
  • Negotiate commercial and pricing terms of master agreements for leased telecommunications services, including wireless products, services, and next-generation wireless technologies.
  • Ensure that all contractual agreements are profitable and deliver competitive advantage for the organization.
  • In collaboration with the Legal department, negotiate legal clauses within contracts, ensuring full compliance with Canadian telecommunications regulations and industry standards.
  • Support internal clients and stakeholders on procurement matters related to wireless and wireline services.
  • Act as a coach and mentor for procurement advisors, sharing best practices in telecom wireless procurement and strategic sourcing.
  • Manage business relationships with telecommunications carriers, OEMs, and strategic technology vendors, including RAN and 5G equipment suppliers.
  • Collaborate with Engineering teams to optimize negotiated solutions, particularly for wireless network deployments, densification projects, and infrastructure rollouts.
  • Oversee the implementation of leased services for network requirements and ensure proper follow-up with operational teams.
  • Support the Marketing department in the development of new services, leveraging wireless technology insights such as FWA, private networks, and 5G-enabled solutions.
  • Establish and implement processes for outsourcing and onboarding new services and vendors.
  • Monitor service quality and proactively intervene with suppliers in the event of service degradation or SLA non-compliance.
  • Conduct market intelligence and benchmarking on wireless technology trends, vendor landscapes, and pricing dynamics across the Canadian telecom industry.


Qualifications

  • Hold a bachelor's degree in a relevant discipline (Business Administration, Supply Chain Management, Engineering, or Telecommunications) or any equivalent combination of education and experience.
  • Minimum of seven (7) years of experience in strategic procurement or sourcing, preferably within the telecommunications or technology sector.
  • Minimum of five (5) years of hands-on experience in the wireless telecommunications industry, with demonstrated knowledge of RAN, 5G, Core network, Small Cells, In-Building Solutions (IBS), Fixed Wireless Access (FWA), and/or private network technologies.
  • Proven experience in a sales, business development, or procurement role within a Canadian telecom wireless operator, OEM, or major technology vendor is highly preferred.
  • Strong understanding of the Canadian wireless market dynamics, including carrier landscapes, regulatory frameworks (ISED, CRTC), and competitive positioning.
  • Demonstrated ability to produce high-quality, impactful documentation (analyses, business cases, reports, recommendation briefs, RFPs/RFQs).
  • Excellent command of MS Office suite (Word, Excel, PowerPoint) under Windows environment.
  • Thorough understanding of the current and future business landscape in telecommunications, including wireline, wireless, and converged network services.
  • Ability to adapt to a fast-paced, evolving environment with flexibility and tolerance for ambiguity, while maintaining a high level of rigor and attention to detail.
  • Professional designation from a recognized procurement association (e.g., SCMP, CPSM, CSCP) is an asset.
  • Graduate degree (MBA, M.Eng., or LL.B.) in Management, Engineering, or Business Law is an asset.
  • Knowledge of SAP or equivalent ERP systems is an asset.
  • Familiarity with telecom-specific tools and platforms for network planning, vendor management, or contract lifecycle management is an asset.
