Job Summary:
The RFP Manager leads Elovate's proposal development function, owning the end-to-end process for responding to requests for proposals (RFPs), requests for quotes (RFQs), and requests for information (RFIs) from municipal and government agency clients. This role combines strong writing and editing skills with disciplined project management, ensuring every proposal is accurate, compelling, on-brand, and delivered on time. The RFP Manager works closely with subject matter experts across Sales, Operations, Product, Finance, and Marketing to translate technical and program knowledge into clear, persuasive proposal content, while also partnering with Corporate Leadership on win strategy and driving continuous improvement across the proposal process.

Job Description:

Core Responsibilities
  • Proposal Development & Writing

    • Create high-quality, customized responses to requests for proposals (RFPs), requests for quotes (RFQs), and requests for information (RFIs).


    • Edit content created by subject matter experts and partner with Marketing to improve and refine new content.


    • Develop, write, and proofread content tailored for different audiences - from novice to expert - and flexible for use across different markets and program implementations.


    • Collaborate with cross-functional subject matter experts and corporate personnel to develop and write technical and management content for written responses.


    • Edit content across all proposal documentation, ensuring accuracy, consistency, and integrity throughout.


    Proposal Process & Project Management

    • Manage the complexity of a large volume of concurrent proposals, with a focus on project management and quality assurance across the full proposal process life cycle.


    • Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval.


    • Monitor workflow in Monday.com to ensure the RFP and government bid request process is consistently followed by all parties involved.


    Quality Assurance & Compliance

    • Ensure proposals meet established Elovate standards for content and style, and are compliant with Elovate Marketing corporate standards.


    • Serve as a final quality checkpoint, verifying that every proposal reflects Elovate's brand, accuracy, and professionalism before submission.


    Strategy & Stakeholder Collaboration

    • Collaborate with Corporate Leadership to develop a proposal win strategy and integrate that strategy throughout the proposal.


    • Maintain the database of competitive wins and losses, using insights to inform future proposal strategy and positioning.


    Training & Continuous Improvement

    • Provide training to Sales on RFP processes, timelines, and best practices.


    • Proactively identify areas of process improvement and lead efforts to drive a positive proposal experience for all stakeholders.


    • Assist with special projects and other duties as requested and assigned by management to support overall departmental efficiency.


    Requirements

    • 4+ years of experience in proposal management, technical writing, RFP response, or a related role, ideally within a B2B, government, or public sector environment.


    • Demonstrated ability to write, edit, and proofread clear, persuasive, and audience-appropriate content under tight deadlines.


    • Proven experience managing multiple concurrent proposals with strong project management and organizational discipline.


    • Excellent collaboration skills, with experience partnering with subject matter experts, sales, and executive stakeholders to produce written content.


    • Strong attention to detail with a commitment to accuracy, consistency, and brand compliance across all deliverables.


    • Proficient with Microsoft Office Suite; experience with Monday.com or comparable project management platforms strongly preferred.


    • Bachelor's degree in English, Communications, Marketing, Business, or a related field, or equivalent experience.


    Nice to Haves

    • Experience responding to government or municipal RFPs, RFQs, or RFIs.


    • Background in automated traffic enforcement, public safety technology, or GovTech.


    • APMP certification or formal proposal management training.


    • Experience building or maintaining a competitive win/loss database or knowledge library.


    • Familiarity with sales enablement or CRM platforms.
