Northrop Grumman Defense Systems seeks a Program Manager to join our GC2S Business Unit for the WISŁA Offset Program. The location for this position is Huntsville, AL. The qualified candidate will be responsible for leading all phases of the program life cycle.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities for this specific program manager role are the management of cost and schedule performance (not technical performance) of supplier/subcontractor of a major program and include, but are not limited to:
  • Plan and execute project with the responsibility of successfully managing financial, contractual and schedule aspects of projects (not technical). Has Profit and Loss (P&L) performance responsibility for assigned projects
  • Managing all program activities and leading program review sessions with internal and external customers to deliver cost, schedule, and technical performance on a Firm Fixed Price contract
  • Identification, distribution, tracking, and completion of program requirements
  • Developing and adhering to budget baselines utilizing Earned Value Management (EVM)
  • Developing and adhering to Integrated Master Schedules (IMS)
  • Identifying, allocating and managing program resources, including workforce planning
  • Measuring and reporting program performance
  • Managing project risk, opportunity, and issue management for risk mitigation and opportunity realization.
  • Development and delivery of presentations to customers, management, and other program stakeholders
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Adherence to all internal processes, policies, and applicable industry standards


Basic Qualifications:

To be considered for this position, you must meet the knowledge, skills, and abilities listed below:
  • Bachelor's Degree and 5 years, or Master's and 3 years' experience supporting U.S. Government contracts and customers and/or project management in other industries
  • Experience monitoring the performance of schedule and cost as a project manager, integrated program team lead, control account manager, and/or team lead
  • Demonstrated experience with Earned Value Management
  • Demonstrated success leading teams/and or organizations to achieve a common goal
  • Possess strong leadership and organizational skills with the ability to work effectively in an environment with multiple, often competing priorities
  • Must have the ability to obtain and maintain a DoD Secret Clearance
  • Ability to travel internationally to Poland up to 2 times per year
  • Ability to work early hours (between 5-8am CT) once a week to meet with Polish stakeholders


Preferred Qualifications:
  • Demonstrated financial management skills including development and control of program budgets, schedules, and the ability to recognize and capture program changes
  • Demonstrated experience managing remote team members
  • Demonstrated experience managing a subcontractor/supplier
  • Possess strong leadership and organizational skills with the ability to work effectively in an environment with multiple, often competing priorities
  • Experience with Fixed Price contracts
  • Experience on an International program, specifically in Poland
  • Experience with Offsets, Foreign Military Sales (FMS) or Direct Commercial Sales (DCS) programs
  • Experience with Integrated Battle Command System (IBCS) domestic, international or related program


Primary Level Salary Range: $127,000.00 - $190,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
