Position Description:The TS Portfolio / PMO Manager is responsible for leading the utility's technology portfolio management and project management office functions. This role provides governance, visibility, prioritization support, standards, and performance management across technology projects, programs, and major operational initiatives.
Essential Job Tasks:- Leads the TS Portfolio Management and PMO functions, including governance processes, project standards, portfolio reporting, and executive-level decision support.
- Develops and maintains an enterprise technology portfolio of active, planned, deferred, and proposed initiatives across applications, innovation, infrastructure, cybersecurity, data, operational technology, and business transformation efforts.
- Establishes and maintains project and portfolio governance standards, including stage gates, decision rights, escalation paths, project health criteria, and reporting cadences.
- Provides portfolio-level visibility into scope, schedule, budget, resource capacity, dependencies, risks, issues, and benefits realization.
- Partners with business relationship managers, enterprise architects, engineering and operational teams to align delivery work with strategic roadmaps and utility priorities.
- Supports resource and capacity planning across project and operational work, including demand forecasting, allocation analysis, and trade-off recommendations.
- Develops executive dashboards, scorecards, and portfolio performance reports for senior leadership, steering committees, and governance forums.
- Drives consistent project management practices, templates, tools, and methods appropriate to the size, risk, and complexity of each initiative.
- Supports both traditional and agile delivery practices, helping teams select fit-for-purpose delivery approaches while maintaining enterprise visibility and accountability.
- Monitors portfolio and project financial performance, including budget forecasts, actuals, capital/expense treatment, vendor spend, and variance analysis in partnership with Finance/Accounting.
- Coordinates with Procurement, Legal, and vendor management functions on technology sourcing, contract milestones, vendor deliverables, and third-party performance risks.
- Helps identify portfolio risks related to cybersecurity, NERC CIP applicability, operational reliability, regulatory compliance, business continuity, technical debt, and resource constraints.
- Leads portfolio review meetings and prepare recommendations on sequencing, deferrals, funding trade-offs, and risk acceptance decisions.
- Promotes accountability for project outcomes, including clear ownership of business benefits, operational readiness, change management, and post-implementation value realization.
- Continuously improves PMO maturity, portfolio transparency, delivery predictability, and stakeholder confidence in technology execution.
Position Requirements:- Bachelor's degree in related field + 10 years of related professional experience.
- Must have strong knowledge of IT and security portfolio management, project governance, PMO operations, and technology investment planning.
- Must have understanding of electric utility and water plant operations, public utilities priorities, critical infrastructure environments, and the importance of reliability, safety, affordability, and customer service.
- Must have strong analytical skills with the ability to develop dashboards, metrics, and portfolio performance indicators.
- Must have ability to lead through influence across business, technology, finance, procurement, operations, and vendors.
Compensation Information:$130,080 - $162,580 (min. - mid.)
