Position Overview:

The Operational Control Manager supports the company's Operational Risk Management Program by assessing the effectiveness of the 1st Line of Defense internal controls thus delivering assurance to Clients, Employees, the Leadership team, Directors, Shareholders and Regulators that business controls are designed and operating effectively. The Operational Control Manager is responsible for independently completing all control and risk management testing for their assigned business units in accordance with departmental Test Plan and the Control Testing Professional Practices methodology.

Responsibilities:
• Continuously enhance and manage the Operational Risk Management Program to independently assess and challenge, internal controls, using the tools including the Risk and Control Self-Assessment (RCSA), Key Risk Indicators (KRI), Operational Risk Events (ORE) and Business Acceptance Risk (BAR) documented in the Operational Risk Management framework, that objectively identify, measure, monitor and report operational risk per OSFI E21 Guideline.
• Develop and execute defined testing plans to test for both operational and regulatory controls.
• Ensure the business has appropriate action plans in place by challenging any controls which are not designed and/or operating effectively.
• Perform periodic, focused process/control design reviews to ensure risks are correctly identified and managed.
• Produce periodic management reporting of control testing results and other key risk and control metrics.
• Conduct regular meetings with the lines of business and the senior management team to discuss control testing results and action plans.
• Analyze errors and significant events challenging the business' identification of root causes and action plans to prevent future re-occurrence.
• Support the Risk and Compliance Directors with the assessment and challenge of the controls documented in the business' RCSA and assist in the validation on the closure of its action plans.
• Promote a culture of risk awareness, compliance and control as an integral part of effectively managing operational and regulatory risk.

System and Organization Controls (SOC 1) Support/Audit Support
• Support the SOC 1 (System and Organization Controls Report) planning, fieldwork, reporting, project status tracking process. Act as the conduit for Internal Audit and External Audit queries related to the SOC 1.
• Participate in client meetings to discuss the SOC 1 report.
• Assist the lines of business with audit preparation: coordination of audit; review issues and ensure action plans close the risk.

Other Responsibilities
• Participate in new initiatives or new business development processes to assist in control related topics.
• Assess significant business changes and where appropriate direct and / or coordinate preparation of required analysis to review changes, ensuring and challenging proper mitigating controls have been identified and put in place by the business.
• Complete special projects as required.

Qualifications:
• 5 to 7 years progressive Audit and/or Risk related experience.
• Bachelor's Degree required.
• Candidate must have excellent oral and written communication skills.
• Attention to detail, excellent organizational and analytical skills, ability to multi-task and work in a fast-paced, deadline driven environment.
• Knowledge of the products and services of the global securities services and trust industries
• Must be able to adapt to a changing environment.
• Demonstrated ability to work independently and manage project deliverables on time.

Job Specific Competencies:

- The salary band for this position ranges between $98,000 - $148,000.
- Individual pay is determined by factors such as job-related skills, market conditions, relevant experience, education, training, and internal equity.
